It <br />Councilman Farris stated that surplus is due to lack of implemantation, <br />for one reason or another, of budgeted projects. He posed the question, <br />how can you continue to finance, over a period of years, a trash collec- <br />tion service without a tax increase? He went on to say that you cannot <br />operate a service with recurring costs out of surplus savings and that <br />some future Council is going to have to deal with a tax increase if <br />revenues are cut off. He said that it is unorthodox for a City the size <br />of Paris to provide trash collection service at no charge and challenged <br />the ?Mayor, to prove otherwise. <br />City Attorney Haynes reviewed for the Council, State laws and rules pert- <br />inent to garbage and trash and the City's responsibility in that area. <br />He stated from the law that the collection, handling and storage of solid <br />waste shall be by practical and economically feasible methods. A rule <br />states that municipal solid waste containing things that will decay shall <br />be collected a minimum of once weekly to prevent propagation and attract- <br />ion of vectors and the creation of public health nusiances. Collection <br />shall be more frequent in circumstances where vector breeding and har- <br />borage is significant. <br />He went on to say that "vector's" in the rule pertains to rodent and-' <br />other forms of animal life. <br />With no further comments the question was called for on the motion <br />made by Councilman Fisher, seconded by Councilman Williams to approve <br />the 5 point recommendation of Mayor Malone as follows: <br />1. City continue twice- monthly trash collection. <br />2. $1.00 charge on the water bill be removed. <br />3. The charge at the landfill be removed for.residential garbage and <br />trash from the City of Paris. <br />4. The City Staff should analyze the present landfill and collection <br />operations to determine ways that efficiency can be increased and costs <br />can be brought down. <br />5. The City should investigate the employment of any additional needed <br />personnel through-the COMA and CETA Programs. <br />The motion carried 4 ayes, 3 nays. Councilmen Farris, Philley and Nunsch <br />voting nay. <br />Councilman Wunsch asked that the record reflect that he was not opposed <br />to the twice a month pickup part of the recommendation. <br />Discussion was held on the effective date of-the policies in the Mayor's <br />40. <br />
