4 j 1 ._ <br />MINUTES OF THE REGULAR t4EETIMG OF THE CITY COUNCIL <br />flay 14, 1979 <br />The regular meeting of the City Council of the City of Paris was held Monday, <br />May 14, 1979 at 7:OOP. t-l. Mayor Malone called the meeting'to order with the <br />following Councilman present: B. J. Burnett, George Fisher, Jr:, halter F. <br />Williams, td. C. Francis, Jim Farris,.and Ron Kyle. Also present were City <br />Manager, Robert W. Sokoll, City Attorney, T. K. Haynes, and City Clerk, H. C. <br />Greene. <br />Prayer was offered by Rev. Felix Keys. <br />Mayor Malone announced that the first order of business would be election of <br />Mayor and Mayor Pro Tem as provided by City Charter. -Mayor Malone invited <br />nominations for Mayor. Councilman Burnett nominated Councilman Malone, <br />Councilman Farris nominated Councilman Fisher. A poll of the Council by <br />districts showed Councilman Malone four votes, Councilman Fisher three votes; <br />Councilman Williams, Burnett, Malone, and Francis voting for Mayor Malone, <br />and Councilman Fisher, Kyle and Farris voting for Fisher, and Councilman <br />Malone was re- elected Vlayor. <br />Mayor Malone declared nominations open for Mayor Pro Tem, Councilman Burnett <br />nominated Councilman Fisher, and no other nominations were made. A poll <br />of the Council by district showed six votes for Fisher and one abstaining, <br />Councilman Fisher abstaining, and Councilman Fisher was elected Mayor Pro Tem: <br />Mayor Malone called former Councilman David Philley, and former Councilman <br />Raymond iriunsch from the audience and presented plaques expressing the <br />appreciation of the citizens of the City of Paris for their contributions <br />to City Government. <br />Mayor Malone ask if there were any additions or corrections to minutes of <br />previous meetings, and City Clerk, H. C. Greene requested that corrections <br />be made in the minutes of the regular minutes on April 9, 1979 concerning <br />the participation'of the City with the State Departments of Highways and <br />Public Transportation in the widing and drainage and curb and guttering <br />of Highway 24 South. City Clerk Greene requested that the minutes reflect <br />"an and trio year flood drainage program estimated to be $45,000. difference <br />between the t�1wo and five year programs". A motion was made by Councilman <br />Burnett, seconded by Councilman Williams to approve the minutes of previous <br />meetings with the corrections as noted. Motion carried 7 ayes, 0 nays. <br />Mayor Malone announced that the next item of business would be the <br />recommendations made by the Planning and Zoning Commission. <br />Mayor Malone declared the public hearing open on the petition of Mayne and <br />Gene Brown for a change in zoning from an Office District, Two- Family <br />Duelling District and Specific Use Permit -Home for the Aged to a Multi- Family <br />Dwelling District No. 1 on a 5.36 acre tract of land located between Neatherly <br />Street and East Sherman Street at 12th S. E. <br />
