9 k_' U <br />Mayor Pro -iem Hinds polled the Council showing 6 ayes to table actions on the public <br />hearing to February 14, 1977 at the regular Council meeting. <br />Mayor Pro -Tem Hinds declared the public hearing open as continued from the January <br />10, 1977 Council meeting regarding anti - recession fiscal assistance program and bud - <br />get. City Manager Sweatt reviewed the anti - recession fiscal assistance fund and <br />advised that the fund would last for five quarters, beginning July 1, 1976 and that <br />according to guidelines, the receipt of funds and expenditure.of same must be handled <br />in accordance with City Charter as all other funds are handled. Mayor Pro -Tem Hinds <br />called for any participation from the audience and there being none, the public <br />hearing was declared closed. <br />Ordinance No. 2311: <br />"AN ORDINANCE ADOPTING A BUDGET FOR THE ANTI - RECESSION FISCAL ASSISTANCE <br />FUND FOR THE FISCAL YEAR BEGINNING JULY 1, 1976, AND ENDING JUNE 30, <br />1977, IN ACCORDANCE WITH THE CHARTER OF THE CITY OF PARIS, ESTABLISHING <br />SAID FUND AND APPROPRIATING THE VARIOUS AMOUNTS THEREOF AND REPEALING <br />ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT THEREWITH." <br />was presented. A motion was made by Councilman Williams and seconded by Councilman_ <br />Swaim for the adoption of the ordinance. The motion carried: 6 ayes, 0 nays. <br />City Manager Sweatt reviewed action of cities belonging to the Texas Municipal League <br />being served by.the Texas Power & Light Company at the meeting which convened in Aus- <br />tin on January 6, 1977. Mr. Sweatt advised that a steering committee had been ap- <br />pointed.from the member cities to coordinate efforts of the cities in.the study of <br />the Texas Power & Light Company rate increase request. Mr. Sweatt advised that the <br />committee had appointed the Touche- Ross & Company to examine the TP &L`s operation <br />on a consolidated basis and prepare a report for distribution to all -participating <br />cities. The city manager requested guidance. of the Council regarding joining the <br />consolidated study. After discussion, a.motion was made by Councilman Williams <br />and seconded by Councilman Stone to.join the action of Texas Municipal League <br />cities in the Texas Power & Light Company rate increase request investigation. The <br />motion carried: 6 ayes, 0 nays. <br />City Manager Sweatt presented a request from Mr. Wayne Stinson for water service <br />in the "gray area" on Highway 82 east and recommended its approval, subject to the <br />existing policies of the City. A motion was made by Councilman Philley and se- <br />conded by Councilman Fisher approving water service in the "gray area" for Mr. <br />Wayne Stinson.
