9 k_' U Mayor Pro -iem Hinds polled the Council showing 6 ayes to table actions on the public hearing to February 14, 1977 at the regular Council meeting. Mayor Pro -Tem Hinds declared the public hearing open as continued from the January 10, 1977 Council meeting regarding anti - recession fiscal assistance program and bud - get. City Manager Sweatt reviewed the anti - recession fiscal assistance fund and advised that the fund would last for five quarters, beginning July 1, 1976 and that according to guidelines, the receipt of funds and expenditure.of same must be handled in accordance with City Charter as all other funds are handled. Mayor Pro -Tem Hinds called for any participation from the audience and there being none, the public hearing was declared closed. Ordinance No. 2311: "AN ORDINANCE ADOPTING A BUDGET FOR THE ANTI - RECESSION FISCAL ASSISTANCE FUND FOR THE FISCAL YEAR BEGINNING JULY 1, 1976, AND ENDING JUNE 30, 1977, IN ACCORDANCE WITH THE CHARTER OF THE CITY OF PARIS, ESTABLISHING SAID FUND AND APPROPRIATING THE VARIOUS AMOUNTS THEREOF AND REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT THEREWITH." was presented. A motion was made by Councilman Williams and seconded by Councilman_ Swaim for the adoption of the ordinance. The motion carried: 6 ayes, 0 nays. City Manager Sweatt reviewed action of cities belonging to the Texas Municipal League being served by.the Texas Power & Light Company at the meeting which convened in Aus- tin on January 6, 1977. Mr. Sweatt advised that a steering committee had been ap- pointed.from the member cities to coordinate efforts of the cities in.the study of the Texas Power & Light Company rate increase request. Mr. Sweatt advised that the committee had appointed the Touche- Ross & Company to examine the TP &L`s operation on a consolidated basis and prepare a report for distribution to all -participating cities. The city manager requested guidance. of the Council regarding joining the consolidated study. After discussion, a.motion was made by Councilman Williams and seconded by Councilman Stone to.join the action of Texas Municipal League cities in the Texas Power & Light Company rate increase request investigation. The motion carried: 6 ayes, 0 nays. City Manager Sweatt presented a request from Mr. Wayne Stinson for water service in the "gray area" on Highway 82 east and recommended its approval, subject to the existing policies of the City. A motion was made by Councilman Philley and se- conded by Councilman Fisher approving water service in the "gray area" for Mr. Wayne Stinson. The motion carried: 6 ayes, 0 nays.
