92- <br />pressures at the time these bonds are sold. <br />The second stage, recommended to be implemented January 1, 1978, <br />will increase revenues from current water sales by an additional <br />14.6% and from sewerage sales by 29.7 %. These additional monies <br />would be used to finance the balance of the planned capital im- <br />provement program. The rates set forth herein which are projected to <br />accomplish the second stage goal will have to be reviewed prior <br />to their implementation and evaluated on the then existing bond <br />interest rates, advisable maturity schedules, and inflationary <br />pressures on the utilities. <br />The first stage maximum single family resident sewer charge is <br />to be $8.50 per month, and under the second stage A s projected <br />to be $10.00 per month. The study also recommends that the <br />respective product's raw or fixed cost be reviewed monthly <br />and every stage of the block rate structure be adjusted for <br />each 1� per 100 c.f. decrease or increase in the raw or fixed <br />product cost based on the prior three month demonstrable change." <br />Full reports were furnished each of the Councilmen and staff. After receiving the <br />report, a motion was made by Councilman Swaim and seconded by Councilman Williams . <br />to call for a public hearing on March 28, 1977 on the rate recommendations. The <br />motion carried: 6 ayes, 0 nays. <br />City Manager Sweatt advised the Council that the Economic Development Agency may be <br />willing to consider an application in the amount of 60% of estimated cost for City <br />of Paris to extend water lines southward toward the proposed industrial location <br />of Stockham Valves and further south that could include lines for Cooper water sup- <br />ply as well as other industrial property development, and recommended that the City <br />of Paris make pre - application at this time in order, as funds become available, this <br />grant assistance be developed. After discussion, a motion was made by Councilman <br />Swaim and seconded by Councilman Fisher approving the recommendation of the city <br />manager for pre - application to the Economic Development Agency for the project. The <br />motion carried: 6 ayes, 0 nays. <br />City Manager Sweatt requested authorization to advertise for bids on waterproofing <br />and stabilization work at the Paris Public Library building, such bids to be re- <br />ceived April 6, 1977, tabulated, and presented to the Council at its regular meeting <br />on April 11, 1977. A motion was made by Councilman Williams and seconded by Coun- <br />cilman Fisher approving the recommendation of the city manager. The motion carried: <br />6 ayes, 0 nays. <br />Resolution No. 1793, re- appointing James W. Farris and appointing Charles Casey as <br />members of the Fireman - Policeman Civil Service Commission of the City of Paris to <br />serve through December 31, 1979, was presented. A motion was made by Councilman <br />Fisher and seconded by Councilman Swaim for the adoption of the resolution. The <br />motion carried: 6 ayes, 0 nays. <br />
