Greene, City Clerk <br />MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL <br />March 28, 1977 <br />A special meeting of the City Council was held on March 28, 1977 at 7:00 P. M. <br />Mayor James M. Brunette called the meeting to order with the following Councilmen <br />present: George Fisher, Jr., Ben Hinds, David Philley, Freddie Swaim, Jimmy Don <br />Stone, and Walter F. 4lilliams. Also present were City Manager K. R. Sweatt, City <br />Attorney T. K. Haynes, and City Clerk H. C. Greene. <br />Mayor Brunette announced that the special meeting was called for the purpose of a <br />public hearing concerning a proposed water and sewer rate. Mayor Brunette requested <br />Mr. Robert Hayter, consulting engineer who developed the proposed water and sewer <br />rate, to make a presentation prior to the public hearing. Mr. Hayter again recom- <br />mended the two -stage implementation of a proposed rate, the first stage for imme- <br />diate implementation to increase current revenues from water sales 54.1% and sewerage <br />sales 85.9 %. <br />Mayor Brunette declared the public hearing open. <br />Mr. Tom Lowery, 1960 Graham Street, requested information on the infiltration and <br />inflow study; Mr. M. A. Mazy, 128 NE 10th, appeared before the Council in behalf of <br />Senior Citizens and expressed their objection to the water rate increase; Mr. R. F. <br />Edwards appeared before the Council, questioning the sewer charges and the minimum <br />bill on both water and sewer; Mrs. Virgie McKinney, 1950 Graham Street, appeared <br />before the Council, questioning the employment of a consulting engineer to develop <br />the water and sewer rates; Mrs. Sam Huggins appeared before the Council and dis- <br />cussed several aspects of the water and sewer rate. <br />Mayor Brunette declared the public hearing closed. A motion was made by Councilman <br />Swaim and seconded by Councilman Philley that the Council meet again as a committee <br />at 7:00 P. M., March 30, 1977 to review various aspects of the water rate study. <br />The motion carried: 7 ayes, 0 nays. <br />City Manager Sweatt advised the Council of the need of a Council resolution regarding <br />pre- application for EDA funds. The application proposes $204,000.00 federal funding <br />with local funding in the total amount of $136,000.00, including force account con- <br />tributions, engineering, etc. <br />Resolution No. 1796, directing that a pre - application be made to the Economic Devel- <br />opment Administration for a grant in the amount of $204,000.00, was presented. A <br />motion was made by Councilman Hinds and seconded by Councilman Swaim for the adop- <br />tion of the resolution. The motion carried: 7 ayes, 0 nays. <br />
