Regular Council Meeting
February 9, 2015
Page 18
Mr. Godwin said Kenny Kammer appeared at the January 26 Council meeting to express
concerns about taxes owed on property he purchased from the City in a public bid. Council
Member Hashmi said he did not understand why Mr. Kammer should have to pay taxes because
the City had owned the property and taxes were not paid when the City owned the property. Mr.
Godwin said taxes were due to the other taxing entities, not the City. Finance Director Gene
Anderson said the property was donated in August 2002 to the City and at the time the City sold
this property, he was not aware there were issues. Council Member Lancaster confirmed with
Mr. Kammer that the advertisement for bids did not reflect there were taxes owed on the
property at the time he purchased it. Council Member Hashmi suggested that City staff assist
Mr. Kammer in contacting the other taxing entities. Council Member Pickle said the City
maintains upkeep of lots that were foreclosed on and did not collect from the other taxing entities
for that service. Following additional discussion, Mayor Frierson asked the City Attorney to
coordinate with Lamar County Appraisal District and report back to the Council.
26. Convene into Executive Session pursuant to Section 551.071 of the Texas Government
Code, Consultation with Attorney, to receive legal advice from the City Attorney about
pending or contemplated litigation and /or on matters in which the duty of an attorney to
his client under the Texas Disciplinary Rules of Professional Conduct of the State Bar of
Texas, clearly conflict with this chapter, as follows: zoning ordinance /permitting.
City Council did not go into Executive Session.
27. Reconvene into Open Session and possibly take action on those matters discussed in
Executive Session.
28. Consider and approve future events for City Council and /or City Staff pursuant to
Resolution No. 2004 -081.
Mayor Frierson reminded City Council of the special meeting on Monday, February 16.
29. Adjournment.
There being no further business, a Motion to adjourn was made by Council Member
Lancaster and was seconded by Council Member Plata. Motion carried, 7 ayes — 0 nays. The
meeting was adjourned at 8:25 p.m.
MATT FRIERSON, MAYOR
JANICE ELLIS, CITY CLERK
