RESOLUTION NO. 2015 -010 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, <br />AUTHORIZING A REQUEST TO THE TEXAS DEPARTMENT OF <br />TRANSPORTATION ( TXDOT) TRANSPORTATION ALTERNATIVES <br />PROGRAM (TAP), FOR FUNDING TO COMPLETE THE TRAIL DE PARIS <br />WEST TO THE CITY LIMIT, INCLUDING A CONNECTION TO THE WEST <br />PARIS TRAIL; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO <br />THE SUBJECT; AND PROVIDING AN EFFECTIVE DATE. <br />WHEREAS, the City of Paris, Texas, hereinafter referred to as ( "CITY "), intends to <br />make certain improvements to the Trail de Paris west to the city limit, including a <br />connection to the West Paris Trail that should be under way next winter; and <br />WHEREAS, on February 23, 2015 the City Council of the City of Paris, Texas <br />approved submitting a project nomination form to Texas Department of Transportation for <br />funding through the Transportation Alternatives Program (TAP) to complete the Trail de <br />Paris; and <br />WHEREAS, the program will emphasize bicycle and pedestrian facilities, and we <br />think the Trail de Paris would be an ideal funding candidate. There is a 20% local match <br />for construction; however, because Lamar County is considered a "disadvantaged "county, <br />we would receive a 51% discount off this match. <br />WHEREAS, other options could include new connections from the existing trail into <br />specific areas of the city, such as downtown; and <br />WHEREAS, The City of Paris supports funding this project as described in the TAP <br />2015 Nomination Form (including construction budget, the department's 15% <br />administrative costs, and the required local match) and is willing to commit to the project's <br />development, implementation, construction, maintenance, management, and financing. The <br />City of Paris is willing and able to enter into an agreement with the department by <br />resolution or ordinance should the project receive TAP funding. <br />NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />PARIS, TEXAS: <br />Section 1. That the findings set out in the preamble to this resolution are hereby <br />in all things approved. <br />Section 2. That if TXDOT approves funding through the Transportation <br />Alternatives Program (TAP) the City will provide at least 15% in administrative costs and <br />20% local match for construction. <br />
