SPECIAL WORKSHOP MEETING OF THE CITY COUNCIL, CITY OF PARIS <br />JANUARY 20, 2005 <br />The City Council of the City of Paris met in Special Session, Monday, January 20, <br />2005, at 6:00 p.m. at the Love Civic Center, 2025 S. Collegiate Drive, Paris, Texas. <br />Mayor Curtis Fendley called the meeting to order with the following Council <br />members present: Jim Bell, Jay Guest, Mary Ann Fisher, Don Wilson, Karen <br />Wilkerson, and Rick Poston. Also, present were City Manager Tony N. Williams, <br />City Attorney Larry W. Schenk, and Acting City Clerk Janice Ellis. <br />Items discussed in the workshop included: <br />1. Providing direction to City staff regarding a proposed new City Personnel <br />Policy. City Council directed City staff to add more guidelines to personal <br />appearance with regard to dressing appropriately. Melba Harris will provide <br />the new policy changes at the next City Council meeting. City Council wants <br />a performance evaluation in place for City employees. Tony Williams advised <br />that staff will work on an evaluation process. <br />2. Providing direction to City staff regarding possible revisions to the City Tower <br />-danc.1. Discussions concerning elimination of and/or limited set backs in <br />commercial_, heavy industrial and light industrial provided that the tower <br />location was greater than 500 feet from a residential zone. There was <br />discussion of taking Agricultural out as a designated zone for cell towers and <br />of variance procedures for co- location facilities. Tony Williams advised that <br />City staff will draft language for Ordinance and circulate for review. <br />3. Providing direction to City staff regarding possible amendments to City <br />ordinances for tax exemptions on new construction and in -fill development in <br />Historic Districts. Discussion of incentives for this type of development <br />included a minimum amount of dollars to be spent, length of tax abatement, <br />and guidelines as they relate to the surrounding historic property. The <br />minimum amount discussed was $100,000.00 for residential and $200,000.00 <br />for commercial. These amounts represent the structure alone and does not <br />include the cost of the lot. In addition, the abatement would be for a three year <br />period. City Council directed City staff to draft an Ordinance for review. <br />4. Providing direction to City staff regarding possible development of Lake <br />Crook. Tony Williams requested City Council to allow City staff to work with <br />
