419 <br />V1. ORGANIZATION AND ASSIGNMENT OF RESPONSIBILITIES <br />A. Organization <br />1. General <br />Most departments and agencies of local government have emergency functions <br />in addition to their normal day -to -day duties. During emergency situations our <br />normal organizational arrangements are modified to facilitate emergency <br />operations. Our governmental organization for emergencies includes the <br />executive group, emergency services and support services.. Attachment 3 depicts <br />our emergency organization <br />2. Executive Group <br />The executive group provides guidance and direction for emergency <br />management programs and for emergency response and recovery operations. <br />The executive group includes the City of Paris Mayor, City Council, City <br />Manager, the Chief of Police, Emergency Management Coordinator, Fire Chief <br />and Director of EMS. <br />3. Emergency Services <br />Emergency Services include the Incident Commander and those departments, <br />agencies, and groups with primary emergency response actions. The Incident <br />Commander is the person in charge at the incident site. <br />4. Emergency Support Services <br />This group includes departments and agencies that support and sustain <br />emergency responders and also coordinate emergency assistance provided by <br />organized volunteer organizations, business and industry and other sources. <br />5. Volunteer and Other Services <br />This group includes organized volunteer groups and businesses who have <br />agreed to provide certain support for emergency operations. <br />B. ASSIGNMENT OF RESPONSIBILITIES <br />1. GENERAL <br />For most emergency functions, successful operations . require a coordinated effort <br />from a number of departments, agencies and groups.
