ORDINANCE NO. 2008 -021: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, AMENDING CHAPTER 28, SIGNS AND BILLBOARDS, OF THE CODE OF ORDINANCES OF THE CITY OF PARIS, TEXAS; PROVIDING FOR REVISED AND EXPANDED DEFINITIONS; PROVIDING FOR REGULATION AND PERMITTING OF BILLBOARDS, OFF - PREMISE AND TEMPORARY SIGNS; SIGN PLACEMENT LOCATIONS; PROVIDING REVISED SIZE SPACING REGULATIONS; PROVIDING A PROCEDURE FOR REMOVING NON - CONFORMING, ABANDONED, OBSOLETE, NUISANCE OR OTHERWISE UNLAWFUL SIGNS; PROVIDING AN APPEAL, VARIANCE AND SPECIAL EXCEPTION PROCESS TO PERMITTING REQUIREMENTS; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; PROVIDING A REPEALER CLAUSE, A SEVERABILITY CLAUSE, A SAVINGS CLAUSE, A PENALTY CLAUSE; AND PROVIDING AN EFFECTIVE DATE. Mayor Freelen stated that the City Council and the Task Force on Code Enforcement had conducted several joint works sessions and spent a lot of time on this subject. He also said during those work sessions, the public had several occasions to give input on this subject. Mayor Freelen said this ordinance was developed as a result of those work sessions. Lisa Wright said the recommended changes included a new provision regulating temporary signs, including a provision which will allow torpedo signs four times a year under a temporary sign permit; a new provision regulating A -frame signs; the current section on billboards was deleted and replaced with an expanded section; expands the list of signs that do not require permits; adds permit fees for billboards and a variance; and provides for appeals and variances to the ordinance. A Motion to approve this item was made by Council Member Biard and seconded by Council Member Brown. Motion carried, 6 ayes - 0 nays. 14. Deliberate and act on the final plat of Lot 2, Block A, West Austin 212 Addition, being number 2035 West Austin. A Motion to approve thi s item was made by Council Member Brown and seconded by Council Member Kear. Motion carried, 6 ayes - 0 nays. 15. Deliberate and act on the preliminary plat, the master plat, and Final Plat of Lot 1, Block A, Hale 323 Addition, being located in the 3000 block of 19' Street N.W. A Motion to approve this item was made by Council Member Kear and seconded by Council Member McCarthy. Motion carried, 6 ayes - 0 nays.
