• I t I POLICIES AND PROCEDURES FOR STANDING 2 BOARDS, COMMISSIONS, AND COMMITTEES 3 4 MEMBERSHIP 5 1. Except for the Paris Economic Development Corporation and Civil Service 6 I Commission, each committee shall be composed of seven members appointed to 7 serve "at- will" by the City Council. 8 2,__As provided for in Texas Revised Civil Statutes Article 5190.6, Section 4A(c), the 9 Paris Economic Development Corporation (HDC) shall be limited to five 10 members. In addition, PEDC shall have two ex- officio members appointed by the 11 Council. 12 27 As provided for in Chapter 143 of the Texas Local Government Code. the Civil 13 Service Commission shall be limited to three members. 14 �4.Committees shall include one Council Member liaison appointed as ex- officio 15 members by a majority vote of the City Council. 16 4:5.Committees shall include one or more City staff liaisons appointed as ex-officio 17 members by the City Manager. 18 6. The Mayor and City Manager shall serve as ex- officio members to each 19 committee. 20 -5-.7 Ex officio liaison members may participate in discussions of the board, 21 commission or committee but shall not participate in voting. 22 23 QUALIFICATIONS 24 1. - Qualifications for appointment and serving on a City committee shall include: 25 a. No delinquent indebtedness to the City. 26 b. - No family relationship within the second degree by affinity (marriage) or 27 within the third degree by consanguinity (blood) to any member of the city 28 council or to the City Manager. 29 c. No conflict between the appointee's private interests and duties and their 30 interests and duties as a committee member. 31 d. Attendance at a minimum of 75 percent of all regular meetings. 32 2. Appointees shall take an oath of office prescribed by the City Council prior to 33 taking office. 34 3. Any qualifications mandated by s4atute State law shall also apply. 35 36 APPOINTMENT & TERMS 37 1. Appointments shall be made at the first regular City Council meeting in 38 pear- yApril. 39 2. Applications shall be made available to persons interested in serving on a City 40 committee. City staff shall post notice and advertise that committee appointments 41 will be made as well as distribute and collect applications. The City S€crete&y 42 I Clerk or their designee shall review each application for completeness and 43 eligibility prior to the first regular Council meeting in February. 44 3. The Council shall select from the entire slate of eligible nominees. 45 4. Each appointment shall be for t-wethree- years.
