• I t <br />I POLICIES AND PROCEDURES FOR STANDING <br />2 BOARDS, COMMISSIONS, AND COMMITTEES <br />3 <br />4 MEMBERSHIP <br />5 1. Except for the Paris Economic Development Corporation and Civil Service <br />6 I Commission, each committee shall be composed of seven members appointed to <br />7 serve "at- will" by the City Council. <br />8 2,__As provided for in Texas Revised Civil Statutes Article 5190.6, Section 4A(c), the <br />9 Paris Economic Development Corporation (HDC) shall be limited to five <br />10 members. In addition, PEDC shall have two ex- officio members appointed by the <br />11 Council. <br />12 27 As provided for in Chapter 143 of the Texas Local Government Code. the Civil <br />13 Service Commission shall be limited to three members. <br />14 �4.Committees shall include one Council Member liaison appointed as ex- officio <br />15 members by a majority vote of the City Council. <br />16 4:5.Committees shall include one or more City staff liaisons appointed as ex-officio <br />17 members by the City Manager. <br />18 6. The Mayor and City Manager shall serve as ex- officio members to each <br />19 committee. <br />20 -5-.7 Ex officio liaison members may participate in discussions of the board, <br />21 commission or committee but shall not participate in voting. <br />22 <br />23 QUALIFICATIONS <br />24 1. - Qualifications for appointment and serving on a City committee shall include: <br />25 a. No delinquent indebtedness to the City. <br />26 b. - No family relationship within the second degree by affinity (marriage) or <br />27 within the third degree by consanguinity (blood) to any member of the city <br />28 council or to the City Manager. <br />29 c. No conflict between the appointee's private interests and duties and their <br />30 interests and duties as a committee member. <br />31 d. Attendance at a minimum of 75 percent of all regular meetings. <br />32 2. Appointees shall take an oath of office prescribed by the City Council prior to <br />33 taking office. <br />34 3. Any qualifications mandated by s4atute State law shall also apply. <br />35 <br />36 APPOINTMENT & TERMS <br />37 1. Appointments shall be made at the first regular City Council meeting in <br />38 pear- yApril. <br />39 2. Applications shall be made available to persons interested in serving on a City <br />40 committee. City staff shall post notice and advertise that committee appointments <br />41 will be made as well as distribute and collect applications. The City S€crete&y <br />42 I Clerk or their designee shall review each application for completeness and <br />43 eligibility prior to the first regular Council meeting in February. <br />44 3. The Council shall select from the entire slate of eligible nominees. <br />45 4.
