ORDINANCE NO. 2008-014: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY <br />OF PARIS, TEXAS, AMENDING SECTIONS 31 -81 AND 31 -82 OF ARTICLE IV, <br />STOPPING, STANDING, AND PARKING OF CHAPTER 31 OF THE CODE OF <br />ORDINANCES OF THE CITY OF PARIS, TEXAS; ADDING A NEW SECTION 31 -83.1 <br />PARKING IN RIGHTS -OF -WAY OR ON SIDEWALKS; PROHIBITING THE TRAILERS, <br />BUSES OR ANY COMMERCIAL VEHICLES WITH A RATED CAPACITY IN EXCESS <br />OF ONE AND ONE -HALF TONS OR MORE AND RECREATIONAL VEHICLES ON <br />CITY OF PARIS STREETS; MAKING OTHER FINDINGS AND PROVISIONS RELATED <br />TO THE SUBJECT; PROVIDING A REPEALER CLAUSE, A SEVERABILITY CLAUSE, <br />A SAVINGS CLAUSE, A PENALTY CLAUSE; AND PROVIDING AN EFFECTIVE <br />DATE. <br />Lisa Wright said that complaints were filed on a regular basis with Code Enforcement and the <br />Police Department, because these type of vehicles were being stored on the street. She told Council <br />the Code Enforcement Task Force recommended these revisions to provide for the prohibition of the <br />parking of travel trailers and other recreational vehicles on the street. <br />29. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, <br />REPEALING ARTICLE II OF CHAPTER 22 OF THE CODE OF ORDINANCES OF THE <br />CITY OF PARIS, TEXAS AND ADOPTING A NEW ARTICLE II ENTITLED <br />REGULATIONS FOR SPECIAL VEHICLES;. TO CHAPTER 22 OF THE CODE OF <br />ORDINANCES OF THE CITY OF PARIS, TEXAS; ADOPTING NEW REGULATIONS <br />FOR THE PARKING AND STORAGE OF SPECIAL VEHICLES INCLUDING BUT NOT <br />LIMITED TO: MOTOR HOMES, BUSES, TRAVEL TRAILERS, CAMPER TRAILERS, <br />CAMPER SHELLS, UTILITY TRAILERS, HORSE OR LIVESTOCK TRAILERS, FIFTH <br />WHEEL TRAILERS, BOATS, GOLF CARTS, ALL TERRAIN VEHICLES, UTILITY <br />VEHICLES OR OTHER SIMILAR VEHICLES; MAKING OTHER FINDINGS AND <br />PROVISIONS RELATED TO THE SUBJECT; PROVIDING A REPEALER CLAUSE, A <br />SEVERABILITY CLAUSE, A SAVINGS CLAUSE, A PENALTY CLAUSE; AND <br />PROVIDING AN EFFECTIVE DATE. <br />Mayor Freelen said he had received numerous telephone conversations about this item. He <br />went on to say he was not comfortable with this ordinance, because a lot of retirees bought <br />recreational vehicles and could not afford storage facilities. Mayor Freelen asked that this item be <br />returned back to the Task Force for review and comment from the citizens. <br />A Motion to table this item until the next meeting was made by Council Member Biard and <br />seconded by Council Member Gray. Motion carried, 6 ayes - 0 nays. <br />27. Report of the annual audit by Gene Anderson. <br />Gene Anderson presented Council with documentation. A Motion to return to item 27 was <br />made by Council Member biard and seconded by Council Member Stephen Brown. Motion carried, <br />
