12/13/12 <br />. 15 <br />4.0 Utilities: Create a highly reliable and flexible department that ensures the safe and reliable <br />supply of potable and raw water, and the proper treatment and disposal of wastewater. <br />4.1 Develop a schedule and budget for recommended Pat Mayse Lake and other water <br />production facilities improvements. <br />4.1.1 Inspect air pressure and surge valves on the 30" and 36" transmission lines from <br />the intake to the water treatment plant, refurbish or replace as necessary, <br />beginning in 2012 -13. <br />4.1.2 Increase electrical system capacity to obtain the ability to run all four pumps <br />simultaneously, beginning in 2013 -14. <br />4.1.3 Install new pumps or refurbish existing pumps (total of four), beginning in 2014- <br />15. <br />4.1.4 Install new check and gate valves, beginning in 2014 -15. <br />4.1.5 Dredge around intake structure and replace intake wet well gates, beginning in <br />2015 -16. <br />4.2 Develop a schedule and budget for wastewater plant planning, design, and construction. <br />4.2.1 Explore funding options for design /construction of a wastewater treatment <br />plant, beginning in 2012 -13. <br />4.2.2 Solicit proposals from engineering firms for wastewater treatment plant <br />design /construction in 2013 -14. <br />4.2.3 Select an engineering firm and fund the design phase in 2014 -15. <br />4.2.4 Evaluate alternatives to a single large new wastewater plant. <br />4.2.5 Construct new facility in 2015 -18. <br />4.3 Evaluate opportunities to improve, and /or eliminate the number of, lift stations. <br />4.4 Improve SCADA system in 2012 -13, including installation of new communications tower. <br />4.5 Improve mixed media filters. <br />4.5.1 Complete a study and develop a schedule and budget in 2012 -13. <br />4.5.2 Complete replacement of filters in 2013 -18. <br />4.6 Develop and adhere to a comprehensive program and specific schedule to perform both <br />routine and major infrastructure maintenance and upgrading. <br />4.7 Consider possible reorganization of utility and utility - related functions. <br />4.7.1 Evaluate transferring responsibility for certain utilities infrastructure, such as <br />water towers, from public works to utilities, by 07/13. <br />4.7.2 Evaluate transferring administrative responsibility of water and sewer line <br />maintenance from public works to utilities, by 07/13. <br />s <br />
