ADDITION 346 FINAL PLAT <br />AND SUBDIVISION IMPROVEMENT AGREEMENT <br />DATE: March 3, 2015 <br />BACKGROUND: Mr. Ron Parker is the principal of Paris Lakes Medical Center and owns 40 <br />acres located at 2675 41St St. SE. The 40 acres is comprised of part of tracts 1 and 4 in the J. <br />Leach abstract survey A524. The Planning & Zoning Commission approved the final plat on a <br />5 -0 vote. A Subdivision Improvement Agreement (SIA) has been requested by the owner. An <br />owner or developer can request a SIA in lieu of actually completing the construction of public <br />improvements required by the ordinance prior to seeking final plat approval. The agreement <br />requires the owner to put up financial security with the City in an amount equal to the estimated <br />cost of the public improvements. <br />STATUS OF ISSUE: Mr. Parker is proposing to construct a hospital, medical office buildings, <br />hotel and retail shops on the property. This is proposed to be done in phases with three medical <br />office buildings constructed in the first phase. The hospital would be in phase two and the hotel <br />and retail space in phase three. A water line is proposed to be constructed on the property and <br />connect to existing City water lines at two locations. The water line is the only public <br />improvement that will be dedicated to the City. The streets, sewer lines and sewer lift station <br />will be private. The SIA will allow the final plat to be approved and a building permit issued <br />before the water line is installed, tested and approved. The SIA document will be submitted to <br />you at the City Council meeting. <br />BUDGET: N/A <br />RECOMMENDATION: Approve the final plat and Subdivision Improvement Agreement. <br />
