MINUTES <br />REGULAR MEETING <br />CITY OF PARIS HISTORIC PRESERVATION COMMISSION <br />WEDNESDAY FEBRUARY 11, 2015 <br />4:00 O'CLOCK P.M. <br />The meeting of the Historic Preservation Commission was called to order at 4:00 p.m. by Chair <br />Douglas Cox. <br />A. The following commissioners were present: Chair Douglas Cox, Vice Chair <br />Michael Glatfelter, Ruth Ann Alsobrook, and Sherrie Holbert <br />B. Lauri Redus, Beatrice Ardila, and Cindy Allcorn were absent. <br />C. Staff also present: Joey Sleeper, Historic Preservation Officer; Robert Talley, <br />Code Enforcement Supervisor <br />2. Approval of minutes from previous meeting. (January 14, 2015) <br />Motion was made by Commissioner Alsobrook and seconded by Vice Chair Glatfelter <br />to approve the minutes as written. The motion carried 4 -0. <br />3. Consideration of and action on the following Certificates of Appropriateness: <br />A. Spangler's , 20 N Plaza, Alex Pickering <br />Chair Cox introduced the item and called the applicant Alex Pickering. Ms. Pickering <br />explained that she represented the owner, and was seeking approval to install a sign on <br />the south face of the building. She further explained that the sign would be sixty eight <br />(68) square feet in sign area. Mr. Sleeper explained that the sign ordinance limits signs <br />in the historic district to fifty (50) square feet unless the commission determines that the <br />fagade's proportions would support additional signage. Motion was made by <br />Commissioner Holbert and seconded by Commissioner Alsobrook to approve the item <br />as submitted. The motion carried 4 -0. <br />B. The Loft at 123, 123 Clarksville St, Lalonna West <br />Chair Cox introduced the item and called the applicant Lalonna West. Ms. West <br />explained that she was renovating the building for a venue for meetings and <br />celebrations. Mr. Sleeper explained that city staff had previously issued a certificate of <br />appropriateness for removing the second floor blanker panels and repairing and <br />reinstalling the existing windows. He further explained that this item was to remove the <br />blanker panels from the first floor transom windows and install new windows. <br />Commissioner Holbert asked the applicant if there were any changes planned for the <br />storefront below the canopy. Ms. West answered that any design changes for the <br />storefront would be in the future. Mr. Sleeper further explained that the front door <br />would have to be modified to swing outward for fire egress purposes, but no design <br />change would be needed. Motion was made by Vice Chair Glatfelter and seconded by <br />Commissioner Alsobrook to approve the item as submitted. The motion carried 4 -0. <br />
