hole in the roof, damage to eaves, there's junk, rubbish, brush and limbs on the <br />entire property, the under pinning is separating, there's foundation damage, <br />broken windows and the shed in the back is dilapidated also. No one is living in <br />the house. Robert talked to the daughter who lives next door and she verified that <br />no one is living in the house and that water from rain is leaking into the house. <br />Pamlea Babbitt asked to fix the property so her son could live in it. She stated <br />that the property has been vacant for about one year. Johnny Norris asked her <br />what time frame she could get the property up to code and she stated 60 -90 days. <br />She stated that she was going to focus on the underpinning and roof. Ben <br />Vaughan explained to Mrs. Babbitt that she should get contractor estimates. Mrs. <br />Babbitt explained that her and her husband both worked in construction and she <br />has a friend to help with the roof. Mr. Vaughan asked if the plumbing, heat and <br />electricity have any problems and Mrs. Babbitt said no. Robert Talley explained <br />that since the property has no utilities that the property will have to pass city <br />inspection before utilities can be restored. Sally McEwin asked if the Commission <br />gave Mrs. Babbitt 30 days to start on repairs if Robert could bring the property <br />back to Building and Standards Commission and Robert answered yes. Ben <br />Vaughan explained to Mrs. Babbitt that this structure needs extensive repairs and <br />he concern for Mrs. Babbitt is that she needs to get accurate bids because if she <br />spends money and doesn't bring the structure up to code that is money she will <br />lose. Johnny Norris stated the if given the 90 days to repair the commission needs <br />to see significant improvements. <br />Robert Talley's recommendation: 30 days to demolish if not the City has the <br />right to demolish and apply a $1000 per day civil penalty. <br />Motion was made by Ben Vaughan, seconded by Sally McEwin to allow <br />Pamlea Babbitt 90 days to repair the property structure. Mrs. Stern stated the will has not been probated and that they have no <br />intentions to get it probated. <br />Robert Talley stated that the structure has roof damage and deterioration, <br />electricity is pulled loose from the house, the roof around the chimney is <br />deteriorated, shingles are bowing, unsecure, doors open, the inside of the house <br />shows a hole through the ceiling to the second floor, missing windows, floor has <br />dropped and pulled away from the wall, and there is water damage. <br />Robert Talley's recommendation: 30 days to demolish if not the City has the <br />right to demolish and apply a $1000 per day civil penalty. <br />There was discussion on the Historic Preservation Commission's release of the <br />
