Regular Council Meeting <br />March 9, 2015 <br />Page 8 <br />Mr. Napier said Mr. Allen Hughes was in the process of purchasing the Old Rubber and <br />Superior Switchboard properties located on NW Loop 286. He also said Mr. Hughes wanted to <br />clean up the properties and create a flea market similar to Canton, Texas or Traders Village. Mr. <br />Napier said in order to move forward, a new zoning use classification would have to be created <br />for a flea market. Mr. Napier recommended a flea market use be created that would be allowed <br />in Planned Development zoning and Light Industrial zoning with a Specific Use Permit. Council <br />Member Pickle inquired about the Gene's Flea Market and Mr. Napier said it was grandfathered <br />in. Council Member Lancaster inquired if someone else wanted to come to town and put in a <br />flea market could they do the same thing and Mr. Napier said it would have to go through <br />Planning and Zoning, a public hearing would have to be conducted, and it would have to go to <br />the City Council for consideration. <br />A Motion to approve this item was made by Council Member Pickle and seconded by <br />Council Member Hashmi. Motion carried, 7 ayes — 0 nays. <br />17. Discuss and act on ORDINANCE NO. 2015 -006: AN ORDINANCE OF THE CITY <br />COUNCIL OF THE CITY OF PARIS, TEXAS; AMENDING SECTION 3 -5, <br />CHAPTER 3 ALCOHOLIC BEVERAGES OF THE CODE OF ORDINANCES OF <br />THE CITY OF PARIS, TEXAS TO ALLOW THE SALE AND CONSUMPTION OF <br />ALCOHOLIC BEVERAGES AT LAKE CROOK PARK DURING SPECIAL EVENTS <br />WITH APPROPRIATE TABC PERMIT; MAKING OTHER FINDINGS AND <br />PROVISIONS RELATED TO THE SUBJECT; PROVIDING A REPEALER CLAUSE, <br />A SEVERABILITY CLAUSE, A SAVINGS CLAUSE, A PENALTY CLAUSE; AND <br />PROVIDING FOR AN EFFECTIVE DATE. <br />Mr. Godwin explained that the local VFW wanted to host an April event at Lake Crook <br />Park which would include the sale or consumption of alcoholic beverages. He said the Code of <br />Ordinances prohibited the consumption of any alcoholic beverage on any public property with <br />the City except for the Love Civic Center and Red River Valley Fairgrounds. Mr. Godwin also <br />said that Bud Mackey has requested that the Council amend Chapter 3, Alcoholic Beverage, of <br />the Code of Ordinances to include Lake Crook Park in the list of exemptions. <br />Council Member Hashmi inquired who was responsible for clean -up of the park and if a <br />deposit would be required. Mr. Godwin said the people who rent the facility will be responsible <br />and he was not sure about the deposit. Council Member Hashmi also inquired about safety and <br />liability. Mr. Godwin said a public safety plan would be required and Mr. McIlyar said a <br />certificate of liability insurance would be required as well. <br />A Motion to approve this item was made by Council Member Plata and seconded by <br />Council Member Pickle. Motion carried, 7 ayes — 0 nays. <br />18. Discuss drainage funding options. <br />A Motion to remove this item from the table was made by Council Member Hashmi and <br />seconded by Council Member Pickle. Motion carried, 7 ayes — 0 nays. <br />
