MINUTES <br />REGULAR MEETING <br />PLANNING AND ZONING COMMISSION <br />CITY COUNCIL CHAMBERS <br />107 E. KAUFMAN STREET <br />PARIS, TEXAS <br />MONDAY, MARCH 2, 2015 <br />5:30 O'CLOCK P.M. <br />The meeting of the Planning and Zoning Commission on Monday, March 2, 2015, was <br />called to order at 5:3 O p. m. by Jerry Akers, Vice - Chairman. <br />A. The following members were present: Jerry Akers, John Lee, Barney Bray, Mike <br />Folmar and Billy Trenado <br />B. The following members were absent: Holland Harper and James Price <br />C. Also present were Shawn Napier, Director of Engineering, Planning and <br />Development; Sue Lancaster, City Council; Joey Sleeper, Building Official; and <br />Triniti Frazier, City Staff. <br />2. Approval of minutes from previous meetings. (February 2, 2015; February 17, 2015) <br />Motion was made by Mike Folmar, seconded by John Lee to approve minutes for the <br />February 2, 2015 and February 17, 2015 meeting, with corrections. Motion carried 5 -0. <br />3. Public hearing and consideration ofand action on the petition of Don Howell for a change <br />in zoning from Neighborhood Service District (NS) to a Commercial District (C) on Lot <br />4A, City Block 354, located at 4100 S. E. Loop 286 <br />Public hearing was declared open. <br />A. One individual spoke in favor of the petition. <br />Don Howell, 115 Airport Road Reno, Texas, spoke in favor of the petition. Mr. <br />Howell stated this property has been in their family for forty (40) years. The maps <br />show it to be in the flood plain but it has been removed from that area with the help <br />of the City. It has been zoned Neighborhood Service (NS) because his brother had a <br />portable building there and ran a real estate office out of it. He has wanted to build <br />the property up for the past twenty (20) years. With sewer services going to be <br />available for this property it would be a good location for a free standing structure <br />such as a flooring shop, hair studio, sandwich shop, etc. Mr. Howell further stated <br />he wants to have opinions for his property. <br />B. No one spoke in opposition. <br />
