Department for criminal activity. The structure was unsecure. The roof above <br />the laundry room is rotted out, there were people staying in the house, holes in the <br />sheet rock and foundation damage. The front door had been kicked in. Mr. Talley <br />stated that he drove by the structure and it has been cleaned up on the outside, <br />there is a brush pile by the curb and the structure has been secured. There is also a <br />large pile of junk and rubbish from the inside of the house stacked at the curb for <br />pick up. <br />Robert Talley's recommendation: 30 days to demolish if not the City has the <br />right to demolish and apply a $1000 per day civil penalty. <br />Donna McCaig, sister of the property owner spoke in regards to their plan to <br />remodel the house and bring it up to code. She passed out a list of what they <br />expected to get accomplished. She stated that the house had new locks on the <br />doors and the junk from the inside had been removed. They plan on putting in <br />new windows and cleaning up the debris from the 2013 ice storm. She asked for <br />30 -60 days to get 50% of the house complete. She understands the need to get the <br />house completed as it is on a main road coming into town. Mr. Talley stated that <br />he has driven by there and they have accomplished a lot. Ms. McCaig stated that <br />they ripped up all of the old carpet to inspect the flooring and everything looks <br />good except in a few places and the seal at the front door has to be replaced. <br />Johnny Norris asked about the condition of the roof and Mr. Talley said other <br />than over the laundry room the roof looked good. David Ball stated that the roof <br />over the laundry room was a separate roof than the roof of the house and that <br />there was a small leak that would be fixed. Mr. Norris informed Mr. Ball and Ms. <br />McCaig that the commission could only give them 90 days and if they didn't <br />show major improvements it would come back before BSC. Mr. Ball stated that <br />he has tried to get a permit to do more than clean out all the junk and rubbish but <br />was told he needed to wait until after the BSC's order on the house. Wendell <br />Moore asked how long they expected it to take to be 100% complete and Mr. Ball <br />and Ms. McCaig stated 6 months. They plan on completing the house and giving <br />it to a family in need. <br />Motion was made by Chad Lindsey, seconded by Wendell Moore to allow <br />David Ball and Donna McCaig 60 days to repair the property structure to <br />50% completion. It has broken windows, the front door has been <br />kicked off and it is unsecure. The roof has about 6 different leaks with one <br />funneling straight into the house. There is mold on the walls and holes in the <br />floor. <br />Robert Talley's recommendation: 30 days to demolish if not the City has the <br />right to demolish and apply a $1000 per day civil penalty. <br />
