Item No. 8 <br />memorandum <br />TO: City Council <br />John Godwin, City Manager <br />FROM: Shawn Napier, P.E., Director of Engineering, Planning & Development <br />SUBJECT: CONTRACT A CLOSE OUT OF THE 2013 CIP <br />DATE: May 4, 2015 <br />BACKGROUND: The City of Paris sold bonds in the amount of 35- million dollars in 2013 to <br />fund infrastructure replacements. The 2013 Capital Improvement Program (CIP) originally <br />consisted of five contracts. The first set of plans included five water line replacement projects in <br />Southwest Paris. The first project was called Contract A and included the following: <br />1. 7th SW from Loop 286 north to the first curve to 4th SW <br />2. Cross country water line starting at W. Washington and 13th SW going south and east to <br />intersect with the first curve from the line above <br />3. Loop 286 (inside) from 7th SW to 19th SW <br />4. 19th SW from Loop 286 north to the Railroad tracks <br />5. 3`d SE from Loop 286 north to S. Church St. <br />These water lines supply large quantities of water to Kimberly Clark, Turner Pipe and Next Era <br />Energy. Contract A ($1,867,769.00) was awarded to B. Bray Construction on March 31, 2014. <br />Change Order #1 was approved on August 18, 2014 in the amount of $93,000, which made the <br />new contract amount $1,960,769. CO #1 added in the utility work at the railroad and Church <br />Street. <br />STATUS OF ISSUE: The water lines have been completed and are being used. The project has <br />been substantially complete for months, the weather delayed the final project cleanup. The final <br />numbers will include Change Order #2 that will be a deduction of $108,219. This change will <br />make the new contract amount $1,852,550. The final payment amount to B. Bray Construction <br />is $90,727.50. <br />BUDGET: This will be funded from the 35- Million Dollar Bond. <br />RECOMMENDATION: Approve CO #2, close out Contract A with B. Bray Construction and <br />make final payment. <br />
