28. Discuss, conduct a public hearing and act on an Ordinance changing zoning from a <br />Commercial District (C) and Light Industrial (LI) District to a General Retail (GR) <br />District with a Specific Use Permit (48- Gasoline Service Station in GR District) on Lot <br />part of 2, Block A of the RS Enterprises Addition, located at 3800 Lamar Avenue <br />(Pennzoil). <br />29. Discuss, conduct a public hearing and act on an Ordinance changing zoning from an <br />Agricultural (A) District to a General Retail (GR) on Lot 7, City Block 313 of the Leach <br />Survey Abstract 524, located at 3870 Lamar Avenue (Brady Fisher — single family <br />residence). <br />30. Discuss, conduct a public hearing and act on an Ordinance changing zoning from a <br />Commercial District (C) to a General Retail (GR) with two Specific Use Permits (3 -Auto <br />laundry in GR District and 49 -Auto fuel sales in GR District) on Lot 3, Block A of the <br />Morningside North Addition, located at 4120 Lamar Avenue (Family Mart gas station <br />and Family Mart car wash). <br />31. Discuss, conduct a public hearing and act on an Ordinance changing zoning from a <br />Commercial District (C) to a General Retail (GR) with a Specific Use Permit (3 -Auto <br />laundry in GR District) on Lot 1, Block B of the Morningside North #2 Addition, located <br />at 4210 Lamar Avenue (Cave Wave car wash) <br />32. Discuss and possibly act on formation of a Charter Review Committee to review the <br />Charter and assess the need for a city -wide election of the mayor and possibly moving the <br />general election from May to November. <br />33. Discuss and act on amendments to the Policies and Procedures for Boards, Commissions, <br />and Committees. <br />34. Discuss placement of a traffic light at the intersection of Collegiate Drive and Pine Mill <br />Road and provide direction to staff. <br />35. Convene into Executive Session pursuant to Section 551.071 of the Texas Government <br />Code, Consultation with Attorney, to receive legal advice from the City Attorney about <br />pending or contemplated litigation and /or on matters in which the duty of an attorney to <br />his client under the Texas Disciplinary Rules of Professional Conduct of the State Bar of <br />Texas, clearly conflict with this chapter, as follows: <br />• Ben Glick, d/b /a Tri-State Iron & Metal's Appeal/claim. <br />• Ali Burress v. Ronnica Blake; Civil No. 4:14 -CV- 00035; In the United States District <br />Court Eastern District of Texas - Sherman Division. <br />36. Reconvene into Open Session and possibly take action on those matters discussed in <br />Executive Session. <br />37. Consider and approve future events for City Council and /or City Staff pursuant to <br />Resolution No. 2004 -081. <br />3 8. Adj ournment. <br />
