Motion carried, <br />5 ayes — 0 nays. <br />23. Discuss, conduct a public hearing and act on an Ordinance changing zoning from a <br />Commercial District (C) to a General Retail (GR) on the following properties: <br />a. Lot 2, Block A of Petco Plaza 313, located at 3922 Lamar Avenue (Taco Bell) <br />d. Lot part of 1, Block of the Morningside North Addition, located at 3940 Lamar <br />Avenue (nail salon). <br />e. Lot 2, Block B of the Morningside North #2 Addition, located at 4250 Lamar <br />Avenue (Ben Glick — vacant lot). <br />f. Lot part of 10 -A of City Block 313, being 0.977 acres, located in the 4200 block <br />of Lamar Avenue (Arjumand Hashmi — vacant lot). <br />g. Lot 1, Block C of the Morningside North #3 Addition, located in the 4300 block <br />of Lamar Avenue (Clyde Pickens — vacant lot). <br />h. Lot 1 -13 of City Block 313 -A, being 1.5428 acres, located at 4820 Lamar Avenue <br />(Texas Tumbling & Trampoline). <br />Mayor Hashmi said he had a conflict on item f. and asked if he could get a Motion to pull <br />out that item. A Motion to pull item f. out was made by Council Member Lancaster and <br />seconded by Council Member Clifford. Motion carried, 7 ayes — 0 nays. <br />Mr. Godwin explained that the future land use plan calls for Highway 82 East to be zoned <br />General Retail and that some of properties were zoned General Retail, but many properties were <br />zoned Commercial, Agricultural, and Light Industrial. He said that staff recommended and City <br />Council agreed that the area should be rezoned to protect the area from potential undesirable <br />uses. Mr. Godwin said the Planning and Zoning Commission recommended denial of all re- <br />
