The White Parcel, No. 31 on your map, also known as Part of Lots 18 & 19, Sunrise Strip <br />Addition, is also a problem because the lots on each side of the White Parcel have not requested <br />disannexation and this will create a hole in the city limits and will break up the City's contiguous <br />city boundary line unless the City Council decides to include all lots adjoining the north side of <br />Airport Road into the proposed disannexation ordinance. <br />Lot 1, Block A Blalock addition, off Old Clarksville Road is not close to the other Airport Road <br />disannexation requests and would create a hole in the corporate city limits and would create a <br />break in our contiguous city limit boundary line, therefore it does not meet the requirements <br />contained in the City's Annexation/Disannexation policies and should not be considered at this <br />time. <br />The owners of Lot 14 in the Wildwood Subdivision off Smallwood Road are also requesting <br />disannexation, but to do so would push Lot 16 owned by Celeste Wilcox (who is not requesting <br />disannexation) out on to an island outside the corporate city limits of the City of Paris and is <br />therefore not recommended because it would not comply with city policy and would break up the <br />City's contiguous boundary line. <br />PROCESS: The process for disannexing properties from the City of Paris requires two public <br />hearings over a 40 -day period preceded by a 30 -day written notice to all property owners being <br />disannexed and notice to Lamar County, School Districts and Railroad Companies. Once the <br />City Council directs staff which parcels are to be disannexed it will take approximately 90 days <br />to completion. <br />BUDGET: N/A <br />RECOMMENDATION: Provide direction to staff. <br />
