2015-028 - Approving the Paris-Lamar County Health District’ appointment of three board members

RESOLUTION NO. 2015 -028 A JOINT RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, AND THE LAMAR COUNTY COMMISSIONERS COURT APPOINTING MEMBERS TO THE PARIS -LAMAR COUNTY HEALTH DISTRICT BOARD; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND PROVIDING AN EFFECTIVE DATE. WHEREAS, on March 24, 2014 the City Council approved an Interlocal Cooperative Agreement between the City of Paris and Lamar County which states in section 1.4 that appointments shall be approved by joint resolution of the Lamar County Commissioner's Court and Paris City Council; and WHEREAS, the three year terms of Dr. Mark Gibbons and Dr. Bill George will expire June 30, 2015; and, WHEREAS, Kristi Graham has resigned from the Board leaving an unexpired term to be filled through June 30, 2017; and, WHEREAS, the Mayor of the City of Paris, with the advice of the County Judge of Lamar County, Texas, does hereby recommend the re- appointment of Dr. Mark Gibbons to serve a three year term beginning July 1, 2015 and expiring June 30, 2018 and the appointment of Nancy Stallings, resident of Lamar County to serve a three -year term beginning July 1, 2015 and ending June 30, 2018, and the appointment of Sharmila Franklin a Lamar County resident to fill the unexpired three -year term of Kristi Graham ending June 30, 2017. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS: Section 1. That the findings set out in the preamble to this resolution are hereby in all things approved. Section 2. That Dr. Mark Gibbons shall be re- appointed to serve a three year term beginning July 1, 2015 and expiring June 30, 2018 and Nancy Stallings, resident of Lamar County is hereby appointed to serve a three -year term beginning July 1, 2015 and ending June 30, 2018, filling the expired term of Dr. Bill George and Sharmila Franklin is hereby appointed to fill the unexpired three -year term of Kristi Graham expiring June 30, 2017. Section 3. That this resolution shall be effective from and after its date of passage.
