4. Public hearing to consider the petition of the City of Paris for a change in zoning from a <br />Public Lands and Institution District (PLI) to Two - Family Dwelling District (2F) with a <br />Specific Use Permit (9- Institutions of Religious or Philanthropic Nature) on Lot 9, City <br />Block 151, being located at 616 West Washington Street. <br />Public hearing was declared open. <br />A. No one spoke in favor. <br />B. No one spoke in opposition. <br />Public hearing was declared closed. <br />Motion was made by John Lee, seconded by Barney Bray to approve the petition. Motion <br />carried 5 -0. <br />5. Consideration of and action on the Preliminary Plat of Lot 1, Block A, Farris 167-A <br />Addition, located in the 400 Block of S.E. Loop 286 <br />Shawn Napier reviewed the preliminary plat with commissioners. Motion was made by <br />John Lee, seconded by Jerry Akers to approve the preliminary plat, subject to the City <br />Engineer's recommendations. Motion carried 5 -0. <br />6 Consideration of and action on the Final Plat of Lot 1, Block A, Farris 167 -A Addition, <br />located in the 400 Block of S.E. Loop 286 <br />Shawn Napier reviewed the final plat with commissioners. Motion was made by John Lee, <br />seconded by Barney Bray to approve the final plat, subject to the City Engineer's <br />recommendations. Motion carried 5 -0. <br />7. Discussion and possible action regarding the creation of a new use for tattoo parlor /shop <br />and body piercing shop and considering the appropriate zoning district(s). <br />Shawn Napier stated the current zoning ordinance does not contain a listed use for tattoo <br />shops or body piercing shops. Mr. Napier stated staff has reviewed the possible uses and <br />recommends that tattoo and body piercing shops be added under the definition for Custom <br />Personal Service Shop (Zoning Ordinance section 8 -106 Retail & Service Type Uses #24). <br />The current listed uses under this category include: tailor, shoe repair, barber, beauty shop, <br />health studio and travel consultant. Mr. Napier further stated Custom Personal Service <br />Shops are currently allowed in Neighborhood Service (NS), General Retail (GR), <br />Commercial (C), Central Area (CA), Light Industrial (LI), Heavy Industrial (HI) and <br />Planned Development (PD).
