Richard Manning stated the PEDC has been without a Director for over one year. He stated he
thinks it's time to move forward with an interim director until a permanent Director can be
retained. Mr. Manning stated he has spoken with Texas First, a company that specializes in
interim management. He outlined the requirements for retaining an interim Director from Texas
First, including housing requirements and travel expenses. Mr. Manning stated Pam Anglin had
made a suggestion of a person possibly interested in the Director position. Mr. Manning opened
the floor to suggestions. Mr. Banks stated his concerns with being responsible for Worker's
Comp and benefits vs Texas First Group who provides these for their candidates. Mr. Banks
stated his preference was to retain an interim Director so the Board could take the time to find a
suitable permanent Director. Mr. Manning agreed. Mr. Wilson agreed also. Mr. Turner stated
something has to be done and suggested using the City of Paris City Manager. Mr. Turner stated
the PEDC could reimburse the City a portion of his salary. Ms. Lancaster responded to Turner's
statement saying Mr. Godwin's background credentials would need to be explored. Mr. Banks
stated the City Manager's plate was full at the present time. Ms. Lancaster agreed with this
statement. Mr. Wilson stated it would be worth looking into an interim Director. Mr. Manning
asked the Board to agree to look over Texas First submissions. Turner made the motion to gather
information on an interim Director and to receive information to consider. Mr. Wilson suggested
opening a search for a Full Time Director. Mr. Banks asked for clarification on Texas First time
requirements. Mr. Wilson stated it needs to be very clear that the interim Director would not be
considered for the permanent Director position and stated how much work needs to be done. Mr.
Manning stated what a good job the Office Manager was doing in the meantime. Mr. Manning
asked Mr. Turner if he would like to amend his motion to include a Director also. Mr. Turner
said he did. Mr. Banks seconded the motion to approve opening a search for an interim and
permanent Director. Mr. Banks asked how to go about getting submissions. Mr. Wilson stated
the last time a search was opened the PEDC received about seventy five resumes. Mr. Manning
stated he had already received a couple. Mr. Wilson stated he was not in favor of hiring a head
hunter. Mr. Banks and Mr. Manning discussed posting the opening on TEDC website. The
motion carried.
Convene into Executive Session:
The Board convened into Executive Session at 4:13 p.m. Pursuant to Section 551.072 of
the Texas Government Code to discuss and deliberate on the following:
1.
