k <br />000 -150 <br />SPECIAL MEETING <br />OF THE CITY COUNCIL, CITY OF PARIS <br />September 5, 2006 <br />The City Council of the City of Paris met for a special meeting at 6:00 P. M. Monday, <br />September 5, 2006, at the City Council Chamber, 107 E. Kaufman, Paris, Texas. <br />Present: Mayor: Richard Manning <br />Council Members: Tim Ray; Curtis Fendley; Mary Ann <br />Fisher, Mayor Pro Tem; Kevin Gray; Jesse <br />James Freelen; and Don Wilson <br />City Staff: Tony N. Williams, City Manager; John <br />Lestock, Assistant City Attorney; and <br />Janice Ellis, City Clerk <br />1. Mayor Manning called the meeting to order. <br />Bob Bush gave the invocation. <br />2. Pledge of Allegiance. <br />Council Member Ray led the pledge. <br />I Presentations by Consultants with regard to assisting the City with the Charter <br />Amendment Process. <br />Ron Cox of Ron Cox Consulting gave a presentation to Council with regard to <br />services he could provide with regard to the Charter Amendment Process. He stated that he <br />was not an attorney and that the city attorney would primarily be doing the legal research. <br />Council Member Fendley inquired as to if he had ever been involved in a complete re -write <br />of a charter and Mr. Cox said he had not. Mr. Cox recommended that the charter be updated <br />every few years and that a provision be included in the charter addressing same. Mr. Cox <br />said that normally a charter review commission is comprised of fifteen people. <br />Monte Akers of Bovey, Akers & Bojorquez, also gave a presentation about the type <br />of services his firm could provide with regard to the Charter Amendment Process. Mr. <br />Akers recommended that the City avoid a complete rewrite; otherwise, there would have to <br />be an election to elect a charter commission. He further suggested a commission might <br />focus on ten or twelve major provisions to avoid a rewrite. <br />
