000017 SPECIAL WORK SESSION MEETING ` .. OF THE CITY COUNCIL, CITY OF PARIS February 6, 2006 1. The City Council of the City of Paris met for a special work session at 6:00 P. M. Monday, February 6, 2006, at the City Council Chamber, 107 E. Kaufman, Paris, Texas. Present: Mayor: Curtis Fendley Council Members:. Tim Ray; Richard Manning, Mayor Pro Tem; Karen Wilkerson; Rick Poston; and Don Wilson City Staff: Tony N. Williams, City Manager; and Janice Ellis, City Clerk Absent: Council Members: Mary Ann Fisher City Staff•. John Lestock, Assistant City Attorney 1. Mayor Fendley called the meeting to order. 2. Discussion regarding health insurance. Susan Smith, Executive Director of the group insurance program of the Texas Municipal League, gave a Healthcare Overview for the City of Paris. The period covered was May 2005, through December 2005. Ms. Smith's presentation covered the factors driving costs, healthcare benefit trends, cost projection analysis, the concept of healthy initiatives, financial service initiatives for employees, prescription costs, retiree and cobra costs, as well as the three catastrophic claims the City.had in the last year. Ms. Smith stated that the three catastrophic claims resulted in a bad history, thus causing higher rates. Tony said we need to look at our options, because the rates. outlined were too expensive. Susan Smith said that calculations had been figured without the reimbursement from the reinsurer on the three claims. Ms. Smith said she could recalculate including the projected reimbursement, as well as provide figures for different options. She told Council that she would get back with staff. Tony reiterated that we need to look at all options.
