0001)"
SPECIAL WORK SESSION MEETING
OF THE CITY COUNCIL, CITY OF PARIS
February 20, 2006
1. The City Council of the City of Paris met for a special work session at 6:00 P. M.
Monday, February 20, 2006, at the City Council Chamber, 107 E. Kauffman, Paris,
Texas."
Present: Mayor: Curtis Fendley
Council Members: Tim Ray; Richard Manning, Mayor Pro
Tem; Mary Ann Fisher; Rick Poston; and
Don Wilson
City Staff: Tony N. Williams, City Manager; and
Janice Ellis, City Clerk
Absent: Council Members: Karen Wilkerson
City Staff John Lestock, Assistant City Attorney
1. Mayor Fendley called the meeting to order.
2. Discussion regarding the wage and salary survey.
Tony Williams presented the wage and salary survey in comparison to ten other cities.
Tony stated that there were many positions in which salaries needed to be increased;
however, there was only a certain amount of money. Tony recommended a $250.00 increase
for each patrol officer, corporal and sergeant in the Police Department. He explained there
had been a mass exodus in that particular department. With the remaining funds, Tony
recommended increasing the salaries of water and waste water operator positions. These
positions require licenses and once those licenses are obtained, the trend has been that the
operators go to work for other cities making more money. Tony told Council if they make
the decision to go with his two recommendations, that will exhaust the $131,000.00 set aside.
In addition, Tony stated that as city finances improve, he wants to continue to improve
salaries in other positions. Tony asked that Council take the documentation for review and
that a discussion item be placed on the Agenda for February 27, 2006.
