Proposition 28: Amend Section 28, "City attorney," to clarify that the City <br />Attorney may appoint an assistant city attorney subject to approval by the City <br />Council, and to specify that should the city attorney position be vacant, any <br />assistant city attorneys shall serve at the will of the city council, so that the last <br />paragraph shall read: <br />The city attorney shall have power to appoint an assistant city attorney, if deemed <br />necessary by him, subject to the approval of the city council, at such compensation <br />as may be fixed by the council; and more than one assistant city attorney if deemed <br />necessary by the council, such assistant or assistants to hold office at the will of the <br />city attorney, so long as he remains such, or in the absence of the city attorney, at the <br />will of the city council. <br />A.
