Council Member Wilson expressed concern about the bid price being realistic and the company's ability to fulfill the contract. Council Member Strathern inquired of Shawn if he thought the company could do the job and Shawn answered in the affirmative. Kent Mcllyar informed Council if the company was unable to fulfill the contract, the City could terminate the contract and go out for bids again. A Motion to approve this item was made by Council Member Biard and seconded by Council Member Fisher. Motion carried, 6 ayes - 1 nay with Council Member Biard casting the dissenting vote. C. RESOLUTION NO. 2007-064: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, AUTHORIZING THE ACCEPTANCE OF EASEMENTS FOR THE EXTENSION OF A SEWER LINE TO A LIFT STATION FOR THE PECAN PLACE DEVELOPMENT PROJECT; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND DECLARING AN EFFECTIVE DATE. Council Member Biard asked to be recused. A Motion to recuse Council Member Biard was made by Council Member Fisher and seconded by Council Member Brown. Motion carried, 6 ayes - 0 nays. Council Member Wilson stated he had a problem with the first developer putting in an inadequate lift station. Council Member Brown asked Shawn Napier if Phase lI of the project would _ be on the lift station with Oak Creek. Shawn told Council when the developer reached Phase lI, he would be required to upgrade the lift station used by Oak Creek. A Motion to approve this item was made by Council Member Wilson and seconded by Council Member Fisher. Motion carried, 6 ayes - 0 nays. A Motion to return Council Member Biard to the meeting was made by Council Member Fisher and seconded by Council Member Wilson. Motion carried, 6 ayes - 0 nays. D. RESOLUTION NO. 2007-065: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, APPROVING AND AUTHORIZING THE EXECUTION OF AMENDMENT NO. 1TO THE ROUTINE AIRPORT MAINTENANCE PROGRAM (RAMP) GRANT AGREEMENT FOR TXDOT PROJECT NO. AM 2007 PARIS; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND DECLARING AN EFFECTIVE DATE.
