000410 <br />SPECIAL WORK SESSION <br />OF THE CITY COUNCIL, CITY OF PARIS <br />June 26, 2007 <br />The City Council of the City of Paris met for a special work session at 5:00 P. M. <br />Tuesday, June 26, 2007, at the City Council Chamber, 107 E. Kaufman, Paris, Texas. <br />Present: Mayor: Jesse James Freelen <br />Council Members: Will Biard; Mary Ann Fisher; Kevin Gray; <br />Stephen Brown; Don Wilson; and Bill <br />Strathern, Mayor Pro Tem <br />City Staff: Ernie Clark, Interim City Manager; Kent <br />McIlyar, City Attorney; and Janice Ellis, <br />City Clerk <br />Absent: <br />1. Mayor Freelen called the meeting to order. <br />2. R.W. Beck presentation of Water & Sewer Rate Study. <br />Jack Stowe, representative for R.W. Beck, gave a power point presentation of the Water <br />and Rate Study. He answered questions from Council with regard to cost of service, revenue, <br />loss of water, increase of rates, decrease of water deposits and service charges. The <br />recommendations included an increase of a minimum of 4% in retail water and wastewater <br />rates. <br />Council Member Strathern left the meeting at 6:00 p.m. and returned at 6:01 p.m. <br />3. Discussion on new water /sewer rates for the City of Paris. <br />Council Member Biard requested additional information reflecting the amounts if the <br />4% recommendation was increased by 1% increments. Jack Stowe told Council he would <br />provide additional information. Council Member Wilson stated he would like to see the water <br />deposits reduced to $125.00 and that anyone having service for ten years be able to transfer that <br />deposit, should they move to a different location. He further stated that an increase of the <br />deposit should not apply to a person who had service for ten years. Ernie Clark informed <br />Council he would place an item on the July 9`b Agenda for action on the water /sewer rates. <br />4. Discussion of and direction on 2007 -2008 Budget. <br />Ernie Clark asked for direction on the budget.
