FREESE AND
NICHOLS:
HELPING YOU
PROTECT YOUR
WATER SUPPLY
Innovative approaches . .
AME
rs WM0
Fre*se w Nichols
practical results
Security Measures
EPA's goal is for each water system to conduct a VA and to take a step forward in
addressing system security. The EPA does not define specific levels of security and _
does not define a minimum threat. During the VA FNI will assist the City of Paris
in defining an appropriate level of security and standards, and in developing a
phased implementation of recommendations.
An effective security program should focus first on people and procedures and
second on technology. Technology is only as effective as the people utilizing the
technology and procedures in place to implement an effective security program.
An ideal security system is comprised of a multilayered approach which utilizes
detection, delay and response features.
In addition, not all security measures are appropriate for every municipality. City's
must consider system redundancy, response capability and the impact (economic
and on the ability to serve customers) of losing a component of the water system.
Security measures should be designed to address a specific adversary such as a
computer hacker, a disgruntled employee, a casual vandal, a determined criminal,
an environmental extremists or a terrorist. During the VA FNI will assist the City
of Paris in defining the system threat(s).
Vulnerability Assessment and Emergency Response Plan SOQ page 4
