299 <br />MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL <br />JANUARY 8, 2001 <br />-The City Council of the City of Paris, Paris, Texas, met in regular session, <br />Monday, January 8, 2001, 6:00 P. M., Paris Junior College, Applied Technology <br />Building, Room 1016, 2400 Clarksville Street, Paris, Texas. Mayor Michael J. <br />Pfiester called the meeting to order with the following Council Members <br />present: John Bell, Richard Manning, Joe E. McCarthy, John A. Carter, Jr., <br />Kevin Gray, and Benny Plata. Also present were City Manager Michael E. <br />Malone, City Attorney Larry Schenk, and City Clerk Mattie Cunningham. <br />Invocation was given by W. E. Anderson, Director of Finance for the City of <br />Paris. <br />Mayor Pfiester announced that the City Council had been furnished copies of <br />minutes from previous meeting and asked if there were any correction or <br />addition, there being none, the minutes were approved as presented. <br />City Manager Malone advised the City Council that they had been furnished <br />with minutes from the Paris Public Library Advisory Board and the Paris <br />Economic Development Corporation with no action being required. <br />Mr. Gary Vest, Director of the Paris Economic Development Corporation and <br />Chamber of Commerce CEO was present and gave the annual report for the <br />Paris Economic Development Corporation. Mr. Vest gave the City Council a <br />handout of their program of work that they are operating under for the PEDC <br />and also a summary of activities for the year 2000. Mr. Vest said the review for <br />the year 2000 consisted of advertising response, there were 229 inquiries, and <br />four actual prospect visits by industry. Mr. Vest said in 1999 the advertising <br />budget was cut significantly because of all of the activity that was going on and <br />the incentive agreements that they were working on, and: their inquiry activity <br />is up 124% over what it was in the year 1999. Mr. Vest said there were a lot of <br />activity in 2000 and they expect that to continue to build because they have to <br />have that generation to develop good active prospects. Mr. Vest advised that <br />one of the major projects for the year 2000 was a 35,000 foot expansion at Earth <br />Grains along with a tax base agreement with the City of Paris for them, and the <br />
