Mr. Skip Ogle with Southwestern Bell Telephone came forward telling the City
Council that following an initial outage at 4:30 P. M. on December 25`"
Southwestern Bell experienced a loss of commercial power to their central office
and an emergency generator powered this office for approximately 12 hours
from about 4:00 P. M. that afternoon. until about 4:00 A. M. the morning of the
26th, until their generator failed. Mr. Ogle said they had battery backup to power
their central office for about four hours until those batteries were depleted, so
at 8:00 A. M. they lost their telephone service in Paris along with their central
office just north of Paris. At approximately 5:00 P. M. that same day power was
restored to the new backup generator and also the commercial. power was
restored to the central office. Mr. Ogle said upon restoration of the power,
telephone service began to be restored and that had to be in phases.
Southwestern Bell service repairmen were dispatched in teams started in the
downtown area and working their way out. Hospital,s commercial centers,
businesses and hotels were priorities on their list to be first repaired. Mr. Ogle
advised the City Council that in the first days of their repairs, a majority of their
requests came from citizens stopping their trucks out on the streets and repairs
were made as they.pointed them out to the crews. Mr. Ogle stressed to anyone
that is without service to this day, there is a residential repair line at 1800-585-
7928 and for businesses 1 800 559 -7928, but at this time they believe they have
nearly completed telephone service to the City of Paris. Mr. Ogle also assured
the City Council that Southwestern Bell had insurance that will cover the cost
from the ice storm.
City Attorney Schenk presented the following petitions for rezoning: J. R. Lane,
Lot 2, City Block 308, from Agricultural District to Multiple Family Dwelling
District No. 1; Tammie Green, Lot 34, City Block 160, from a Two Family
Dwelling District to a One Family Dwelling District No. 3 with Specific Use
Permit (39) Mobile Homes.
Mayor Pfiester referred the petitions to the Planning and Zoning Commission
for their study and recommendation at their meeting February 5, 2001, and
before the City Council February 8, 2001.
