w' s <br />Councilman Gray requested that he be excused from the council meeting <br />due to conflict of interest. A motion was made by Councilman Manning, <br />seconded by Mayor Pro Tem Fisher to allow Councilman Gray to be excused <br />from the city council meeting. The motion carried 5 ayes, 0 nays. <br />Mayor Neeley announced that the next item on the agenda was <br />consideration of and action on an ordinance establishing Reinvestment Zone <br />No. 8. <br />City Attorney Schenk explained that the proposal is for an expansion to the <br />existing facility and addition of equipment to operate within the facility of <br />Earthgrains Company in the minimum amount of ten millions dollars plus an <br />increase in employment over the period of time of the Tax Abatement of <br />twenty employees. City Attorney Schenk said this would be a seven year <br />one hundred percent Tax Abatement for the term of the agreement and the <br />abatement. <br />Gary Vest with the Paris Economic Development Corporation came forward <br />advising that they had started working on this project over a year ago, and <br />Julie Kims is present as a consultant for Earthgrains. Mr. Vest said Ms. Kims <br />had contacted him over a year ago about an industrial prospect she was <br />working with and he had to compete for that project just like any kind of a <br />new industry coming to our community, but what they did know at that time <br />is that it was Earthgrains. Mr. Vest said that at that time, Earthgrains was <br />considering all of their plant locations for the potential expansion. Mr. Vest <br />said they provided information and talked about possible incentives and <br />things of that nature. Mr. Vest said he told them that their normal procedure <br />and history has always been to provide seven years one hundred percent tax <br />abatement and that the PEDC would enter into an agreement, which they will <br />also do on this based on the job creation, and would apply for the enterprise <br />project designation because they are in our enterprise zone, which they will <br />do in all of the things that could benefit the company through that process. <br />ORDINANCE NO. 2000 -007 <br />AN ORDINANCE OF THE CITY OF PARIS, PARIS, TEXAS, PROVIDING THAT <br />THE CODE OF ORDINANCES, CITY OF PARIS, BE REVISED BY AMENDING <br />CHAPTER 30 OF SAID CODE; PROVIDING FOR THE ESTABLISHMENT OF <br />REINVESTMENT ZONE NO. 8; MAKING OTHER FINDING AND PROVISIONS <br />RELATED TO THE SUBJECT; REPEALING ALL ORDINANCES OR PARTS OF <br />ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING FOR AN <br />EFFECTIVE DATE OF FEBRUARY 14, 2000 WAS PRESENTED. <br />A motion was made by Councilman Pfiester, seconded by Councilman <br />Manning, for adoption of the ordinance. The motion carried 5 ayes, 0 nays. <br />Resolution No. 2000 -008, approving and authorizing a Tax Abatement <br />Agreement with the Earthgrains Company, and authorizing and directing the <br />Mayor of the City of Paris, Paris, Texas to execute said agreement, was <br />presented. A motion was made by Councilman Manning, seconded by Mayor <br />Pro Tem Fisher, for approval of the resolution. The motion carried 5 ayes, <br />0 nays. <br />
