821 <br />VI. CONSERVATION GOALS <br />Please use the data provided in this survey to establish conservation goals (additional data <br />may be used). <br />�. Water conservation goals for municipal utilities are generally established to <br />maintain or reduce consumption, as measured in: <br />1. gallons per capita per day used; <br />2. unaccounted -for water uses; <br />3. peak -day to average -day ratio; and/or <br />4. an increase in reuse or recycling of water. <br />B. TNRCC conservation staff assess the reasonableness of water conservation goals <br />based on whether the applicant addresses the following steps: <br />1. identification of a water or wastewater problem; <br />2. performance of a system audit (completion of this form); <br />3. selection of goals based on the technical potential to save water as <br />identified in the audit; and <br />4. performance of a cost - benefit analysis of conservation strategies. <br />If at least the first three steps have been completed and are summarized in the <br />water conservation plan, then TNRCC staff can conclude that there is <br />substantiated basis for the goals, and that the water conservation plan is integrated <br />into water management. Therefore, the established conservation goals are deemed <br />reasonable. <br />C.
