414 <br />AN ORDINANCE OF THE CITY OF PARIS, PARIS, TEXAS, PROVIDING THAT THE <br />CODE OF ORDINANCES, CITY OF PARIS, BE AMENDED BY REVISING CHAPTER 2, <br />ARTICLE VII OF SAID CODE; PROVIDING FOR A SYSTEM OF RECORDS <br />RETENTION, RETRIEVAL, AND DESTRUCTION THAT IS IN COMPLIANCE WITH THE <br />GUIDELINES ESTABLISHED BY THE TEXAS STATE LIBRARY AND ARCHIVES <br />COMMISSION; PROVIDING FOR A PENALTY NOT TO EXCEED $500.00; REPEALING <br />ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH; AND <br />PROVIDING FOR AN EFFECTIVE DATE OF MARCH 1, 1999 <br />was presented. A motion was made by Councilman Gray, seconded by Councilman <br />Clifford, for adoption of the ordinance. The motion carried 7 ayes, 0 nays. <br />ORDINANCE NO. 99-011 <br />AN ORDINANCE OF THE CITY OF PARIS, PARIS, TEXAS, PROVIDING THAT THE <br />CODE OF ORDINANCES, CITY OF PARIS, BE REVISED BY AMENDING CHAPTER 30 <br />OF SAID CODE; PROVIDING FOR THE ESTABLISHMENT OF REINVESTMENT ZONE <br />NO. 7; REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT <br />HEREWTIH; AND PROVIDING FOR AN EFFECTIVE DATE OF FEBRUARY 8, 1999 <br />was presented. A motion was made by: Councilwoman Fisher, seconded by <br />Councilman Gray, for adoption of the ordinance. The motion carried 7 ayes, 0 nays. <br />City Manager Malone called for tabulation of bids for furnishing and delivery of (1) <br />new 1999 model rear loading refuse compaction truck for use in the Sanitation <br />Division of Public Works Department, and the following bids were presented: <br />Lone Star Truck Center $85,050.60 <br />Pegues -Hurst Motor Company $90,252.60 <br />Metro Truck Sales, Inc. $92,443.80 <br />Metro Truck Sales, Inc. (Alt Bid) $92,164.80 <br />City Manager Malone advised the City Council that after reviewing the above bids, <br />it is recommended that all bids be rejected and re -bid the equipment for a potential <br />savings to the City. <br />A motion was made by Mayor Pro Tern Thomas to reject all bids and re -bid the rear <br />loading refuse truck. The motion was seconded by Councilwoman Fisher, and <br />carried 7 ayes, 0 nays. <br />Resolution No. 99 -011, resolving that the bid of Quick & E -Z Lube, be accepted and <br />let for furnishing of labor and materials and performing all work required for <br />servicing City of Paris vehicles, conditioned upon said contractor meeting all of the <br />terms and specifications included in the bid documents; and, further resolved that <br />the Mayor, Charles H. Neeley be, and he is hereby authorized and directed to <br />execute, on behalf of the City of Paris, the Vehicle Maintenance Agreement with <br />Quick & E -Z Lube was presented. A motion was made by Mayor Pro Tern Thomas <br />for approval of the resolution. The motion was seconded by Councilman Clifford, <br />and carried 7 ayes, 0 nays. <br />
