414 AN ORDINANCE OF THE CITY OF PARIS, PARIS, TEXAS, PROVIDING THAT THE CODE OF ORDINANCES, CITY OF PARIS, BE AMENDED BY REVISING CHAPTER 2, ARTICLE VII OF SAID CODE; PROVIDING FOR A SYSTEM OF RECORDS RETENTION, RETRIEVAL, AND DESTRUCTION THAT IS IN COMPLIANCE WITH THE GUIDELINES ESTABLISHED BY THE TEXAS STATE LIBRARY AND ARCHIVES COMMISSION; PROVIDING FOR A PENALTY NOT TO EXCEED $500.00; REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING FOR AN EFFECTIVE DATE OF MARCH 1, 1999 was presented. A motion was made by Councilman Gray, seconded by Councilman Clifford, for adoption of the ordinance. The motion carried 7 ayes, 0 nays. ORDINANCE NO. 99-011 AN ORDINANCE OF THE CITY OF PARIS, PARIS, TEXAS, PROVIDING THAT THE CODE OF ORDINANCES, CITY OF PARIS, BE REVISED BY AMENDING CHAPTER 30 OF SAID CODE; PROVIDING FOR THE ESTABLISHMENT OF REINVESTMENT ZONE NO. 7; REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWTIH; AND PROVIDING FOR AN EFFECTIVE DATE OF FEBRUARY 8, 1999 was presented. A motion was made by: Councilwoman Fisher, seconded by Councilman Gray, for adoption of the ordinance. The motion carried 7 ayes, 0 nays. City Manager Malone called for tabulation of bids for furnishing and delivery of (1) new 1999 model rear loading refuse compaction truck for use in the Sanitation Division of Public Works Department, and the following bids were presented: Lone Star Truck Center $85,050.60 Pegues -Hurst Motor Company $90,252.60 Metro Truck Sales, Inc. $92,443.80 Metro Truck Sales, Inc. (Alt Bid) $92,164.80 City Manager Malone advised the City Council that after reviewing the above bids, it is recommended that all bids be rejected and re -bid the equipment for a potential savings to the City. A motion was made by Mayor Pro Tern Thomas to reject all bids and re -bid the rear loading refuse truck. The motion was seconded by Councilwoman Fisher, and carried 7 ayes, 0 nays. Resolution No. 99 -011, resolving that the bid of Quick & E -Z Lube, be accepted and let for furnishing of labor and materials and performing all work required for servicing City of Paris vehicles, conditioned upon said contractor meeting all of the terms and specifications included in the bid documents; and, further resolved that the Mayor, Charles H. Neeley be, and he is hereby authorized and directed to execute, on behalf of the City of Paris, the Vehicle Maintenance Agreement with Quick & E -Z Lube was presented. A motion was made by Mayor Pro Tern Thomas for approval of the resolution. The motion was seconded by Councilman Clifford, and carried 7 ayes, 0 nays.
