433
Resolution No. 99 -013, accepting and letting the bid of Cherry Gillie, d.b.a. Gillie's
Concessions, for the lease of the concession stand at Wise Field in the amount of
$300.00 per month during the four (4) month athletic season, and authorizing and
directing the Mayor, Charles H. Neeley to execute on behalf of the City of Paris, the
Lease Agreement with Cherry Gillie, d. b. a. Gillie's Concessions was presented.
Terry Townsend, Director of Parks and Recreation, came forward telling the City
Council that this has never been done before to his knowledge and he felt that there
was a need that the City of Paris received some benefits from the concession stand
at Wise Field. Mr. Townsend said that Sherry McFadden had been running the
concession stand. She did not pay any fees or utilities nor furnish proof of liability
insurance to the City. Mr. Townsend said Ms. McFadden was given the opportunity
to bid on the lease, but she decided not to submit a bid. Mr. Townsend advised that
there were organizations such as the YWCA and the Boy's Club that actually
contacted him showing interest in the concession stand, but they did not submit a
bid.
After discussion, a motion was made by Councilman Clifford for approval o f the
resolution. The motion was seconded by Councilman Boyd, and carried 4 ayes, 3
nays, Councilwoman Fisher, Mayor Neeley, and Mayor Pro Tern Thomas voting no.
