393 <br />Deputy Fire Chief Steve Neece came forward presenting the City Council with a <br />packet containing information regarding the two sites for location of Fire Station No. <br />4 and Fire Station No. 2. Mr. Neece called the attention of the City Council to the <br />page that starts with the Blanch Chetland property, and Mr. Neece said this was the <br />property located on Pine Mill Road at the corner of 42nd Street N. E. It is a'larger <br />piece of property which is approximately 71/2 acres excluding the house. Mr. Neece <br />said this was the first choice of the Fire Department and it was the recommended <br />site to the committee. Mr. Neece outlined the pros and cons of that property for <br />balanced response time to all areas of the city intended to be served with this <br />station. It had excellent access to Loop 286 and U.S. Highway 82 East, good <br />visibility entering traffic, utilities are on site, but there were drawbacks to the <br />property. The property owner did not appear willing to sell all or part of the property <br />and the lot was not easily divisible because of drainage, having a pool which could <br />cause difficulty. Mr. Neece said their number two property site was looked at, which <br />is the Gerald White property, and it has the same benefits as their first choice, and <br />it was their recommendation for the location of Fire Station No. Two. <br />After further discussion, motion was made by Councilman Boyd, seconded by <br />Councilman Clifford, for approval of the resolution. The motion carried 5 ayes,-1 <br />nay, Councilman McWaters voting no. <br />Councilman Gray wanted the City of Paris to make a serious commitment to getting <br />black firemen. <br />City Manager Malone said the hiring process for the Fire Department would be <br />reviewed at the next City Council meeting to give an illustration of what all was done <br />to make the public aware that these jobs were available and all of the minority <br />recruitment efforts that were made. <br />Resolution No. 98 -010, calling a public hearing to be held by and before the Planning <br />and Zoning Commission and the City Council at a joint session on the 18th day of <br />February, 1999, at 6:00 P. M. in the Council Room, City Hall, Paris, Texas, and by and <br />before the City Council at a special session on the 22nd day of February, 1999, at <br />6:00 P. M. in the Council Room, City Hall, Paris, Texas, and further resolving that <br />additional public hearings be held by and before the City Council of the City of Paris <br />if more than twenty adult residents of the area proposed for annexation file a written <br />protest of the annexation with the City Clerk within ten days after the date of the <br />publication of the first notice of the public hearings, and that the proposed service <br />plan be made available for public inspection and explained at each hearing, was <br />presented. A motion was made by Councilman Clifford, seconded by Councilman <br />McWaters, for approval of the resolution. The motion carried 6 ayes, 0 nays. <br />
