411 <br />MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL <br />February 8, 1999 <br />The City Council of the City of Paris, Paris, Texas met in regular session, Monday <br />February 8,1999,6:00 P. M., City Chambers, City Hall, Paris, Texas. Mayor Charles <br />H. Neeley called the meeting to order with the following Council Members present: <br />Alan R. Boyd, Eric S. Clifford, Mary Ann Fisher, Kevin Gray, Gene McWaters, Jr., and <br />Jerry L. Thomas. Also present was City Manager Michael E. Malone, City Attorney <br />Scott P. Foster, and City Clerk Mattie Cunningham. <br />Invocation was given by W. E. Anderson, Director of Finance for the City of Paris. <br />Mayor Neeley asked if there were any corrections to the minutes of previous <br />meeting. A motion was made by Mayor Pro Tern Thomas, seconded by Councilman <br />Clifford approving the minutes of previous meeting as presented. The motion <br />carried 7 ayes, 0 nays. <br />City Manager Malone presented the minutes from the Paris Public Library Advisory <br />Board and the Paris Economic Development Corporation with no action being <br />required. <br />Mr. Roy Sparks, 635 Clarksville Street, District Manager for T. U. Electric, appeared <br />before the City Council requesting the approval from the City Council for a voluntary <br />time of use rate option for their customers within the City of Paris. Mr. Sparks <br />explained that this rate has been filed with the PUC and they have given interim <br />approval to all general jurisdiction towns. Mr. Sparks said they were expecting the <br />final approval any day. Mr. Sparks said in their district, which has forty -two towns, <br />they have four towns that maintain original jurisdiction with the City of Paris being <br />one of those. Mr. Sparks said this rate is only recommended to customers who can <br />shift their primary usage from peak periods to off -peak periods. Mr. Sparks pointed <br />out businesses such as schools, churches, or businesses with energy management <br />systems or dispatchable loads could to this. Mr. Sparks said any customer that can <br />reduce their electric usage during their peak periods can save under this rate <br />option. Robert Cruse came forward giving the City Council a handout of the results <br />of a study that was performed on two school districts in Paris. Mr. Sparks said they <br />have the potential of saving over $100,000.00 per year. Mr. Sparks asked <br />permission for City Manager Malone to meet with Herb Campbell or department <br />heads to run a study on the city's potential savings on this rate. City Manager <br />Malone responded that it would be fine for Mr. Sparks to meet with Mr. Campbell. <br />A motion was made by Councilman Clifford, seconded by.Counciiman Gray to bring <br />Agenda Item No. 6 -D, an ordinance approving Time -of -Use Rate Schedules for Texas <br />Utilities Electric Company, forward.
