A motion was made by Councilman Neeley, seconded by Councilman Gray awarding <br />the bid to Quik & E -Z Lube. The motion carried 6 ayes, 0 nays. <br />City Manager Malone called for the tabulation of bids for furnishing and delivery of <br />three (3) Scuba Full/Face Masks with Communications and One (1) Communications <br />Surface Station, land the following bids were presented: <br />Scuba Diving School $4,345.00 <br />Sea Sports Scuba $49570.00 <br />Ocean's Window $59639.00 <br />Bluewater Tours, Inc. $79087.00 <br />Dive West $69116.00 <br />City Manager Malone advised the Council that it was the recommendation of the Fire <br />Chief, Steve Burgin, to award the bid to Bluewater Tours, as their equipment provides <br />by this bid is the lowest that meets specifications, and the cost is within the budgeted <br />amount. <br />Councilman Thomas said he understands there is a need to dive and do good things, <br />and we have modern equipment here, but he did not know if is appropriate to have this <br />in Paris, Texas when there is a need for curb and gutter, ditches cleaned out in his <br />area, there are other basic needs in the City, other than things like this right here, and <br />this is where he was going to take a stand and saying no to some of these things that he <br />wondered if it is appropriate for the City of Paris. <br />A motion was made by Councilman Thomas to reject the bids. The motion was <br />seconded by Councilman Fulbright, failed with a 3 ayes, and 3 nays. <br />Brett Holbert with the Paris Fire Department, Team Leader for the Emergency <br />Marine Response Team, came forward telling the Council that they feel there is a need <br />for this equipment which would allow them to dive in cold climates, contaminated <br />environment, a necessity that they have not had the luxury of taking of in the past. <br />Anytime there has been a situation in the winter, they had to dive in wet suits, and they <br />only provide a minimum amount of insulation in cold water. These suits will also allow <br />them to provide services for the City, if the City sees fit. Mr. Holbert said they have <br />already done maintenance observation for Mr. Townsend, with the Parks and <br />Recreation Department, by inspecting for cracks in the new City Swimming Pool. We <br />have offered to inspect ground level storage, or elevated storage water, and feels this <br />
