786 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL
<br />February 6, 1997
<br />The City Council of the City of Paris met in regular session, Thursday, February 6,
<br />1997, 6:00 P.M., City Council Chambers, City Hall, Paris, Texas. Mayor Eric S.
<br />Clifford called the meeting to order with the following Councilmembers present:
<br />Charles Fulbright, Alan Boyd, Richard Hunt, Charles Neeley, Millie McDonald, and
<br />Thetis L. Elder. City Manager Michael E. Malone, City Attorney T. K. Haynes and
<br />Assistant City Clerk Barbara Denny were also present.
<br />City Manager Malone presented the minutes of the Planning and Zoning
<br />Commission's meeting held February 3, 1997, and attached hereto as Exhibit A to
<br />these minutes.
<br />Mayor Clifford declared the public hearing open to consider the petition of Goldie
<br />Thomas Welch for a change in zoning from an Agricultural District (A) to a
<br />Commercial District (C) on Lot 21, City Block 315, located at 4455 - 4535 Lamar
<br />Avenue. City Attorney T. K. Haynes advised that due to a family schedule conflict
<br />Goldie Thomas Welch could not be present at this meeting. He stated that the
<br />Planning and Zoning Commission had approved the recommendation to match the
<br />existing use that is already being performed prior to the property's annexation.
<br />Mayor Clifford called for opponents to appear, none appeared, and the public
<br />hearing was declared closed.
<br />A motion was made by Councilman Neeley, seconded by Councilman Hunt
<br />authorizing the preparation of an ordinance amending Zoning Ordinance No. 1710
<br />changing the zoning from an Agricultural District (A) to a Commercial District (C) on
<br />Lot 21, City Block 315, located at 4455 - 4535 Lamar Avenue, to be presented at the
<br />next regular council meeting. The motion carried 7 ayes, 0 nays.
<br />City Attorney Haynes presented the following petitions for rezoning: Dorothy Allen,
<br />2313 Bonham, Lot 7, Block 1, Scott Braden Addition, 2341 Bonham from Single
<br />Family Dwelling District No. 2 to Commercial District (C); and Bobby Smallwood
<br />1130 Levi Lane, Lot 11, City Block 321, 1700 Block of F.M. 195, agent for James
<br />Evans and Roberta Covington from an Agricultural (A) to Commercial District (C).
<br />Mayor Clifford referred the rezoning petitions to the Planning and Zoning
<br />Commission for their study and recommendation at their meeting March 3,1997, and
<br />before the City Council March 10, 1997.
<br />City Manager Malone announced the next item on the agenda was consideration of
<br />and action on authorizing preparation of an ordinance amending Ordinance No. 97-
<br />007 giving the property owner thirty (30) days to repair or demolish and remove the
<br />structure on Lot 14, Block 2, Rucker -House Addition being numbered 937 5t' Street
<br />S.E. He advised that the property owner has action underway to repair this
<br />structure and the staff recommendation is to revise the ordinance allowing the
<br />owner time to complete the repairs by March 30, 1997.
<br />A motion was made by Councilman Hunt, seconded by Mayor Pro Tern Fulbright
<br />authorizing the preparation of an ordinance amending Ordinance No. 97 -007 giving
<br />the property owner thirty (30) days to repair or demolish and remove the structure
<br />on Lot 14, Block 2, Rucker -House Addition being numbered 937 51 Street S.E., to be
<br />presented at the next regular council meeting. The motion carried 7 ayes, 0 nays. —
<br />Resolution No. 97 -010, authorizing the execution of an application for the Criminal
<br />Justice Division Grant for the Police Athletic League for funding P.A.L. Coordinator
<br />from September 1, 1997, thru August 31, 1998, was presented. A motion was made
<br />by Councilman Neeley, seconded by Councilwoman Elder for approval of the
<br />resolution. The motion carried 7 ayes, 0 nays.
