833 <br />RESOLUTION NO. 97 -019 <br />WHEREAS, the Municipal Court Judge of the City of Paris and the Mayor of the City of <br />Paris are disqualified from presiding in the Municipal Court cases styled and numbered as follows: <br />State of Texas v. Glenn Bell, Nos. PCE 11980 9040 0 and PCE 11980 9070 0; State of Texas v. <br />David Glass, Nos. PCS 11981 9040 0 and PCE 11981 9070 0; and, State of Texas v. J. B. Lowry, <br />Nos. PCE 11982 9040 0 and PCE 11982 9070 0; and, <br />WHEREAS, Bill Flanary, a duly licensed and practicing attorney in the City of Paris, is <br />available for appointment as Special Judge in said cases and justice would be served by his <br />appointment; NOW, THEREFORE, <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, that Bill <br />Flanary, Esquire, be, and he is hereby, appointed Special Judge in the Municipal Court cases <br />styled and numbered as follows: State of Texas v: Glenn Bell, Nos. PCE 11980 9040 0 and PCE <br />11980 9070 0; State of Texas v. David Glass, Nos. PCS 11981 9040 0 and PCE 11981 9070 0; <br />and, State of Texas v. J. B. Lowry, Nos. Haynes, ity Attorney <br />Resolution No. 97 -020, resolving that the following members of the <br />criminal justice system be, and they are hereby commended for their <br />contributions to reduction of crime within the corporate limits of the <br />City of Paris: Municipal Court Judge, Municipal Court Clerk and Staff, <br />City Attorney, Police Department, Code Enforcement Officer, Fire <br />Marshall, 6th and 62nd Judicial District Court's Judges of Lamar <br />County, Lamar County Judge, Justices of Peace of Lamar County, County <br />and District Clerks, County and District Attorney's Prosecutors, <br />Regional Controlled Substance Apprehensive Program Task Force, and <br />County, State, and Federal Agencies and Officers, was presented. A <br />motion was made by Councilman Neeley, seconded by Councilman Hunt for <br />approval of the resolution. The motion carried 7 ayes, 0 nays. <br />
