• <br />City Council Meeting <br />March 10, 1997 <br />to their attorney were we notified that the partnership had taken out a $60,000.00 loan from <br />First Federal Savings and Loan in the interim. Mr. Jones pointed out that the City's $40,000.00 <br />represents a complete different set of risks at a second lien position on a piece of property that <br />has a $60,000.00 lien layered on it. There is a July 1995 appraisal that shows the property <br />turning $5,000.00; however, these gentlemen purchased the property at $40,000.00, it is on the <br />tax record at $80,000.00. Mr. Jones recommended to the City Council was to hold off on <br />processing this note because the City's lien position may change, and in an effort to work with <br />the owners to try to get collateralization that would secure the repayment of this loan, he asked <br />for information regarding additional properties, which he requested in October, and they were <br />sent in him, but there was no properties owned jointly clear of debt by the owners of the <br />apartments which would change the City's position. Mr. Jones said what he would like to see <br />is a return to the agreement of which drove this contract, and that the first lien on that particular <br />property. <br />Mayor Clifford declared the public hearing open on the use of Federal Law Enforcement Block <br />Grant Funds in the amount of $109,506.00. <br />Lt. Bob Hundley with the Paris Police Department came forward explaining that this purchase <br />is for software and some computer equipment which is called a CAD System. What this <br />software and equipment will do, will enhance the timely dispatch of emergency units, fire, <br />police and EMS. The record management system of this software that we are trying to get is <br />what we call a single keystroke answering data. At this time the dispatchers have to handwrite <br />a large portion, and then it has to be re- entered into the computer. Mr. Hundley said by going <br />to this type system the information will be entered directly into the computer. <br />No one else appeared, and the public hearing was declared closed. <br />City Manager Malone called for consideration of and action on establishing a procedure where <br />the City of Paris finance extensions of water and sewer utilities to areas that developed without <br />providing such to the City of Paris specifications. <br />A motion was made by Councilman Boyd, seconded by Mayor Pro Tem. The motion carried 5 ayes, 0 nays. <br />City Manager Malone called for consideration of and action on authorizing preparation of an <br />ordinance regulating animal drawn carriages. City Manager Malone advised that there has been <br />an inquiry from a person desiring to provide an animal drawn carriage service within the City <br />of Paris and that request has prompted this request for authorization. <br />
