882 <br />City Attorney Haynes presented the following petition for rezoning: Goldie Thomas Welch, Lot <br />21, City Block 315, from Commercial District to Commercial with Specific Use Permit District <br />(52) Signs and Billboards; Don Wilson, Lot 7, Block 135, from Multiple Family Dwelling <br />District Nol 1 to Commercial District; Robert Charles Mickens, Lot 17, City Block 72A, from <br />Single Family Dwelling District No. 3 to Commercial District; Deanna Cobb, Lot 17, Block C, <br />Eastfield Addition, from Single Family Dwelling District No. 2 to a Two Family Dwelling <br />District No. 2; Ozzie Battle, Lots 4A -5B, City Block 44 -A from Two Family Dwelling District <br />to a Commercial District. <br />Mayor Clifford referred the rezoning petitions to the Planning and Zoning Commission for their <br />study and recommendation at their meeting April 7, 1997, and before the City Council April <br />14, 1997 <br />City Manager Malone called for consideration of and action on authorizing an expenditure from <br />the Certificate of Obligation Series 1993 in the amount of $7,000.00 for construction of casual <br />backstops within the City of Paris to be used by youth sports teams for practices. City Manager <br />Malone advised that there will be two backstops at Travis Junior High School, Justiss Elem. <br />School, Aikin Elem. School, and First Christian Church. A motion was made by Councilman <br />Neeley authorizing an expenditure from the Certificate of Obligation Series 1993 for <br />construction on casual backstops in the amount of $7,000.00. The motion was seconded by <br />Mayor Pro Tem Fulbright, and carries 5 ayes, 0 nays. <br />City Attorney Haynes reported that he was still negotiating with Mr. Don Wilson, as instructed <br />by the City Council December 9, 1996, regarding Lot 4, City Block 178 -A. Mr. Haynes <br />advised the Council that Mr. Wilson was still ready for the City to offer the property to him, <br />and he was still trying to locate the current property owners. <br />City Manager Malone reported that the Council had been furnished a copy of the Code <br />Enforcement Initiative Report generated by the Police Department plus the Municipal Court on <br />the progress that has been made. <br />Mayor Clifford commented on there being a lot of volunteer compliance of the Code <br />Enforcement by the citizens of Paris. <br />City Attorney Haynes reported on the procurement of right -of -way for Martin Luther King <br />Drive, and stated that he would like to follow the original Master Plan. City Attorney Haynes <br />said there may be donations when we go West to connect with Campbell Street. <br />Dick Boots, Director of Facilities, came forward announcing his retirement from the City. Mr. <br />Boots said seventeen years ago he and his family moved to Paris, and he had never regretted <br />moving to Paris. Mr. Boots expressed his appreciated to all the City Managers of Paris who <br />had faith in his ability, and it had been a pleasure to work for Paris. Mr. Boots said that if all <br />city staff strived to pull together, he feels that the City will prosper. Mr. Boots said this was <br />
