739 <br />Resolution No. 97 -005, adopting and approving the Notice of Intention <br />to Issue City of Paris, Paris, Texas Waterworks and Sewer System <br />Revenue Bonds Series 1997, not to exceed five million dollars <br />(5,000,000.00), and directing the City Clerk of the City of Paris, <br />Mattie Cunningham, to publish said Notice of Intention in a newspaper <br />of general circulation in the City of Paris, and publish in the City of <br />Paris, on the same day in each of two consecutive weeks, the date of <br />the first publication thereof to be at least fourteen (14) days prior <br />to the time set for the issuance of such revenue bonds, w-as presented <br />by City Attorney Haynes. <br />City Manager Malone advised the City Council that there are a number of <br />projects that are mandated by either the federal regulations or direct <br />order from the United States EPA. City Manager Malone said there is <br />currently underway a project to make changes in the Wastewater <br />Treatment Plant which is a $4,200,000.00 project that consist of adding <br />a clarifier and sludge processing facilities which will enable the City <br />to maintain the capacity of the plant under the new permit conditions <br />issued by the U. S. EPA. City Manager Malone also said the City has a <br />contract with an engineering firm for a sanitary sewer evaluation <br />survey at an estimated cost of $600,000.00, along with constructing a <br />mechanical self - cleaning bar screen at the Flow Equalization Basin in <br />order to keep foreign objects out of the pumping station. <br />After discussion, a motion was made by Councilman Boyd, seconded by <br />Councilman Fulbright for approval of the resolution. The motion <br />carried 5 ayes, 0 nays. <br />
