RESOLUTION NO. 96 -017
<br />WIIEREAS, the Texas Parks & .Wildlife Department provides funding for Texas
<br />Recreation &Parks Account (TRPA) Progrtrnran(s ection 24 of the Parks & Wildlife Code)
<br />for project not to exceed $1,000,000.00; and,
<br />WHEREAS, the City Council of the City of Paris, did heretofore on the 12th day of June,
<br />1995, in Resolution No. 95 -054, apply for the Texas Recreation & Parks Account (TRPA) Program
<br />Grant through the Texas Parks & Wildlife Department for the Wade Park Improvement Project
<br />1996, entitled "WADE PARK 11" which said application was denied; and,
<br />WIIEREAS, the Texas Parks & Wildlife Department requested that the "Applicant's
<br />Certification and Program Assurances" form be returned to them if the City of Paris desires to
<br />resubmit their application for said grant; and,
<br />WIIEREAS, as directed, the City Manager of the City of Paris did execute the "Applicant's
<br />Certification and Program Assurances" form on January 29, 1996, which execution should be in
<br />all things ratified; and,
<br />WHEREAS, the City Council of the City of Paris is desirous of resubmitting tiie grant
<br />application for Wade Park Improvement Project 1996, entitled "WADE PARK lI ", at an
<br />estimated total cost of $199,841.00, with the cost being paid 50% Texas Parks & Wildlife
<br />Department and 50 % local match which may include in kind services, private donations, and funds;
<br />and,
<br />WHEREAS, the City of Paris is fully eligible to receive assistance under the TRPA
<br />Program; and,
<br />WHEREAS, the Texas Parks and Wildlife Department requires that the property on which
<br />the project will be located will be protected by the City of Paris from any future drilling or open
<br />mining, and it is appropriate that the City of Paris commit to protecting such property; NOW,
<br />THEREFORE,
<br />BE IT RESOLVED BY TIIE CITY COUNCIL OF TIIE CITY OF PARIS, that the
<br />execution of the "Applicant's Certification & Program Assurances" form attached hereto as Exhibit
<br />A by the City Manager of the City of Paris on the 29th day of January, 1996, is hereby ratified.
<br />BE IT FURTHER RESOLVED:
<br />1. That a reapplication be made to the Texas Parks & Wildlife Department for a
<br />Texas Recreation & Parks Account (TRPA) Program Grant in the amount of $99,920,50, being
<br />approximately 50% of the estimated cost of the Wade Park Improvement Project 1996, entitled,
<br />"WADE PARK Ii ", said total project cost being $199,841.00, with the City of Paris providing
<br />$99,920.50 in kind services, private donations, and funds, which matching share for this application
<br />is readily available at this time.
<br />2. That Michael E. Malone, City Manager of the City of Paris, be, and he is hereby
<br />appointed as the Authorized Official of said project and is authorized and directed to execute on
<br />behalf of the City of Paris the application for grant in the form attached hereto as Exhibit B.
<br />3. That Dick Boots, be, and lie is hereby appointed as Project Director and is hereby
<br />_ authorized to execute and deliver on behalf of the City of Paris all reports, communications,
<br />assurances, contracts and documents necessary for the completion of said project.
<br />4. That W. E. Anderson, Director of Finance, be, and he is hereby authorized and
<br />directed to serve as the Financial Officer for said project and to receive and distribute funds for
<br />purposes of the Wade Park Improvements Project 1996.
<br />5. That the site to be known as Wade Park in the City of Paris, Paris, Texas for use
<br />as a park site, being City Block 255, is hereby dedicated for a public park and recreation purposes
<br />in perpetuity.
