70a <br />City Attorney Haynes presented a resolution authorizing the City <br />Attorney to investigate the propriety of the feasibility of institution <br />of the Lone Star Gas Gate Rate proceedings before the Texas Railroad <br />Commission, and advised that there have been meetings of the City <br />Attorneys from cities that are served by Lone Star Gas investigating <br />whether there is a need to bring a gate rate case before the Texas <br />Railroad Commission. <br />Roy Sparks, Area Manager for Lone Star Gas, was present and advised the <br />Council that Reed and Stowe is promoting this issue and it is Lone Star <br />Gas's belief that the more cities they can get to file, the more money <br />they can make on the consultant fee. Mr. Sparks said he feels that <br />this is unnecessary. The Railroad Commission will establish a gate <br />rate, and feels that the citizens of Paris should not have to pay Reed <br />and Stowe another $50,000.00 when it is not necessary. <br />After discussion, a motion was made by Councilman Boyd, seconded by <br />Councilman Fulbright to deny the approval of the resolution authorizing <br />the City Attorney to investigate the propriety of and feasibility of <br />institution of the Lone Star Gas Gate Rate proceedings before the Texas <br />Railroad Commission. The motion carried 5 ayes, 1 abstaining, <br />Councilman Neeley abstaining. <br />Resolution No. 96 -004, ratifying the execution of an application to the <br />Ark -Tex Council of Governments in cooperation with the Texas Natural <br />Resource Conservation Commission for a FY 1996 Solid Waste Grant <br />Category 1: Waste Reduction and Recycling, in the amount of $22,500.00 <br />being approximately 38.1° of the estimated cost of the proposed <br />project, with the City of Paris providing $36,502.72 in the form of <br />in -kind services, was presented. A motion was made by Councilman <br />Fulbright, seconded by Councilman Neeley for approval of the <br />resolution. The motion carried 6 ayes, 0 nays. <br />
