X20 <br />.. .. <br />MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL <br />January 9, 1995 <br />The City Council of the City of Paris met in regular session, January <br />9, 1995, 6:00 P. M., City Council Chambers, City Hall, Paris, Texas. <br />Mayor Don Shelton called the meeting to order with the following <br />Councilmembers present: Charles Fulbright, Millie Ingram McDonald, <br />Wayne Brown, John Bell, Aaron Jenkins, and Eric Clifford. Also present <br />was City Manager, Michael E. Malone, City Attorney, T. K. Haynes, and <br />City Clerk, Mattie Cunningham. <br />Invocation was given by Rev. Jim Keith, Minister of First United <br />Methodist Church. <br />Mayor Shelton announced that if there was anyone in the audience who <br />has business to bring before the Council and is not listed on the <br />agenda, to please let it be known in order for the information to be <br />made available in compliance with the Open Meeting Law. <br />Mayor Shelton asked if there were any corrections to the minutes of <br />previous meetings, there being none, the minutes were approved as <br />presented. <br />Mayor Shelton declared the public hearing open to receive input from <br />citizens concerning a Texas Parks & Wildlife Grant Application for <br />building a municipal swimming pool. <br />Ray Spencer was present telling the Council that he was a businessman <br />in Lamar County, that he had been in business for the past 15 to 25 <br />years, owned and operated a swimming pool for 10 years which was <br />called Spencer's Recreation and Water Form. fir. Spencer said he had 10 <br />years of experience and certification in operating a commercial <br />swimming pool. Mr. Spencer said he put the water park together which <br />was a great success. Mr. Spencer said that it was not feasible for a <br />businessman to operate a swimming pool three months out of the year, <br />and that is what you are looking at to operated one for the general <br />public, but there is a great need for kids to have a place to swim, and <br />Paris has one of the greatest opportunity to have a swimming pool than <br />any city in the State of Texas. Mr. Spencer said the pool that he has <br />is 75 foot wide by 165 foot long, there are two pool, one is a diving <br />pool which is 25 foot wide by 50 foot long and 14 feet deep. Mr. <br />Spencer said the structure of the pool is in great shape. During his <br />time of operation they did swimming sessions teaching approximately 200 <br />to 500 kids to swim, also they taught lifeguards approximately 15 to 25 <br />a year. Mr. Spencer said that he was present to let the Council know <br />that he had talked to city officials several months ago about <br />purchasing his swimming pool, and at that time he was told that the <br />City did not have the money to buy a swimming pool, but he had been <br />reading the newspaper about money becoming available which is the tax <br />dollars, so at that time he he wrote it off to sell it to the City, by <br />coming up with the idea of the property on Loop 286 and Clement Road as <br />a trade. Mr. Spencer said there is approximately 12 acres on the North <br />Side of Loop 286 and 4 112 acres on the South Side of Loop 286, and he <br />told city officials that he would trade the swimming pool for that <br />
